Monitoring, Evaluation and Learning (MEL) and Adaptive Management Specialist

 

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Monitoring, Evaluation and Learning (MEL) and Adaptive Management Specialist position on a USAID-funded global program based in Washington, DC. The 5-year USAID-funded Integrated Natural Resource Management (INRM) Task Order will provide strategic support to USAID overseas missions and Washington technical offices on integrated programming through the following thematic areas: (I ) Supporting strategic planning based on timely analysis and best available evidence; (2) Supporting and facilitating mission-led project and activity design for under-represented areas within the ENRM Framework; (3) Testing and learning from new approaches in integrated NRM programming; and (4) Supporting integrated monitoring, evaluation and learning.

 

Responsibilities:

The Washington DC-based Monitoring, Evaluation and Learning (MEL) and Adaptive Management Specialist is a core member of a cross-disciplinary technical team. Working with other team members and in service to the client, the MEL/Adaptation Specialist will lead the development of multi-sector MEL frameworks, tools and processes for USAID’s global ENRM Framework and for integrated ENRM mission programs. S/he will:

 

* Develop and oversee the implementation of MEL-related scopes of work including the sourcing of consulting resources if necessary, development of integrated MEL frameworks and processes, and the provision of targeted technical assistance and capacity building related to MEL;

* Work with the INRM team to develop and oversee the implementation of INRM task order monitoring and evaluation activities including the design and application of an INRM MEL framework and process for monitoring, evaluating and reporting INRM results, and a process and database for tracking, monitoring and evaluating innovate approaches;

* Work with the INRM team and the client to design and apply a process for evaluating the added value of applying the ENRM Framework (integrated multi-sector programming vs. single-sector programming);

* Improve the use of MEL generated information, and other evidence-based information generated by the INRM task order, to inform adaptive management;

* Support the development of the INRM learning agenda and strategies for integrating MEL into integrated ENRM programs.

 

Requirements:

* Minimum ten years of relevant experience;

* Master’s degree in natural resources or relevant field;

* Demonstrated ability to design and manage MEL systems for USAID development projects;

* The successful candidates will possess expertise in the design and implementation of MEL for biodiversity conservation, climate change and natural resource management programs with experience integrating other cross-cutting programmatic areas (governance, WASH, land rights, food security, etc.)

* Demonstrated ability to be collaborative across projects, flexible and creative;

* Excellent interpersonal and leadership skills.
