MEL and Research Manager- Workplace Advancement for Gender Equality (WAGE)

Tetra Tech International Development Services (https://careers.tetratechintdev.com), headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Monitoring, Evaluation, and Learning (MEL) and Research Manager position on a USAID-funded program based in the Washington, DC area.

 

The objective of the “Workplace Advancement for Gender Equality” (WAGE) project is to continue adapting and scaling up USAID’s efforts to increase gender equality and women’s economic empowerment opportunities within traditionally male-dominated sectors. This Task Order will expand and scale USAID’s programming focused on increasing gender equality and women’s empowerment in traditionally male dominated sectors, by 1) continuing to support the energy sector, and 2) adapting and applying the model to new sectors, particularly those that advance sustainable urban service delivery and economic growth of urban centers.

 

The MEL and Research Manager is responsible for managing all MEL activities of the project. S/he will oversee research tasks, including conducting baseline research with new company partners, contributing to onboarding activities, supporting addition of evidence and data to curricula, training, and key program technical documents. The MEL and Research Manager will stay abreast of latest evidence and research, creating communications products and giving presentations on latest evidence and programmatic results, ensuring coordination of different tasks in the work plan and providing technical support on implementation of the MEL plan to a range of stakeholders. The MEL and Research Manager will design and implement a robust MEL plan that aligns with the stated objectives in the scope of work and work plan.

 

Minimum Education: The proposed candidate must have a graduate degree (Master’s or higher) in economic growth, statistics, evaluation research, energy, environment, international development, business, or related field, or an additional three years of experience in lieu of a Master’s.

 

Qualifications:

* Minimum of five (5) years of leadership experience with monitoring and evaluation tasks and teams;

* Minimum of five (5) years of experience leading research efforts for water and energy utility sectors, development agencies and organizations, or gender-research oriented organizations.

* Demonstrated ability to make recommendations and provide guidance to senior management through holistic analysis;

* Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation. USAID experience preferred;

* Progressively responsible experience in monitoring and evaluation of international development programs and working with development agencies and organizations, government officials, private sector actors, project beneficiaries, and project staff;

* Experience with organizational development, performance management strongly preferred;

* Exceptional communication skills, including the ability to present project findings to high-level stakeholders; fluency in English required;

* Proficient in Microsoft programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.

U.S. citizenship or a valid U.S. work permit is an absolute requirement.
