Deputy Chief Party Technical for Colombia Invest for Climate

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party- Technical position on an anticipated USAID-funded activity in Colombia.

Position Description/Summary:

The anticipated 5-year USAID-funded initiative titled Invest for Climate (I4C) seeks to leverage and mobilize public and private finance to support Colombia’s climate adaptation and mitigation targets in key sectors by both increasing the supply of climate finance by financial and government institutions and increasing the demand for finance by climate smart projects and businesses. I4C will also strengthen Colombia’s enabling environment to encourage more climate smart investments that can advance its climate adaption and mitigation targets. The Activity has three overall objectives:

Objective 1: Financial institutions invest in climate smart projects and businesses.

Objective 2: There is a robust pipeline of viable climate smart projects and businesses.

Objective 3: There is an improved environment for climate smart investment.

I4C will build upon USAID’s work in this sector by mobilizing finance to reduce GHG emissions, boost climate change resiliency, and reduce poverty and insecurity by creating jobs that are socially and environmentally sustainable. The activity will also channel climate finance into projects and businesses related to clean energy, climate adaptation, green transportation, and sustainable Agriculture, Forestry and Other Land Use (AFOLU).

 

This potential full-time position will be based in Colombia for the full life of project (anticipated five years). Familiarity with green finance, climate finance, sustainable finance, REDD+ and other voluntary or regulated forest carbon and environmental markets, and experience working in the Colombian commercial and public banking sector in an environmental context is required. Experience with blended finance, impact investments, development banks, public funding and other sources of finance for climate, natural resources management, payment for ecosystem services (PES), and/or environmental markets and other environmental initiatives is also required. Excellent communication skills in both English and Spanish, enthusiasm for frequent travel to field sites, knowledge in MS Office applications, and commitment to gender equity and social inclusion are required. Responsibilities:

*Oversee technical implementation of the Activity and ensure impacts achieve the results defined in the contract;

*Provide technical expertise and support annual activity work planning and adaptive management of Activity as needed in accordance with the Activity’s objectives and targets;

*Assist in coordinating Activity implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed;

*Ensure coordination between the Objective team and other project teams;

*Evaluate and document activity progress and lessons learned;

*Assume responsibility for quality control and timeliness of deliverables.

*Serve as the interim Chief of Party (COP) when the COP is not available.

 

Qualifications:

*Minimum of a bachelor’s degree (master’s preferred) in business administration, finance,  environmental economics, climate mitigation and/or adaptation, renewable energy, natural resources management, or some other relevant discipline is required

*Not less than 10 years project experience, preferably in Colombia, working in one or more technical disciplines: climate mitigation/adaptation, green/sustainable finance and/or investment mobilization for environmental activities, renewable energy development, environmental markets, private sector environmental investments, corporate sustainability, natural resources management, private sector engagement and capacity development, and/or other relevant technical areas.

*Minimum of 5 years in a supervisory position managing multi-disciplinary teams, preferably in donor-funded international development programs.

*Proven track record working in multi-disciplinary teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.

*Excellent communication skills in English and Spanish.

*Strong familiarity with the policy, social, economic, environmental, and cultural context in Colombia.
