MEL Specialist for Clean Cities Blue Ocean

The USAID-funded Clean Cities Blue Ocean (CCBO) project in the USA, implemented by Tetra Tech International Development, is currently accepting expressions of interest for MEL Specialist. This position will be located in Manila, Philippines.

 

The Philippines MEL Specialist will report to the Regional MEL Specialist and will provide support across MEL activities that take place in the Philippines, as well as any additional regional tasks that may be requested by the Regional MEL specialist.

 

Responsibilities:

* Support the Philippines CCBO team and Regional MEL Specialist in all MEL tasks for grant and direct technical assistance activities to ensure there is complete, clean, and verifiable reporting on CCBO indicators.

* Support the Regional MEL Specialist in onboarding, training, and capacity development of grantees and partners in the CCBO MEL system and procedures. This could include providing presentations, describing the use of tools, answering queries as they are received, and other ways to familiarize and provide support to ensure high quality, timely data.

* Review of indicator and reporting submissions from grant and technical assistance activities for quality control and following up with relevant persons as necessary.

* Support monitoring visits to grantees and engagement sites.

* Uploading data from grantees and technical assistance activities into CCBO MEL data management system.

* Liaise with the WWEE activity team to ensure complete, clean, and verifiable reporting on CCBO indicators, including these specific tasks:

* Coordinate with WWEE staff and partners as needed to document and ensure data quality for contributions to CCBO indicators.

* Provide capacity development and occasional MEL field support to WWEE staff and partners on CCBO indicators.

* Intermittent coordination with Indonesia MEL Specialist for sharing lessons learned and best practices on WWEE data collection and management.

* Provide feedback on tools and implementation for adaptive management of data collection and management as needed.

* Support the analysis and write up of narratives, findings, conclusions and recommendations for progress reports and communication materials.

* Support the preparation of clean and complete datasets and deliverables for USAID submission into the DEC or DDL.

* Support coordination and facilitation of internal and external meetings, including pause and reflect sessions, after action reviews, and support other MEL related tasks in grant and technical assistance activities as needed.

 

Qualifications:

*Bachelor’s degree required (Master’s preferred) in relevant field.

* 3-5 years of progressive experience in Monitoring, Evaluation and Learning (or similar jobs such as but not limited to the following - M&E, MEAL, MERL, data management, programmatic quality assurance, etc.) for international development programs. Experience with USAID and grant programs preferred but not required. 

* Proficiency of MS-Office applications, online data collection forms (e.g. Formstack, Surveygizmo, Google forms) and data platforms (e.g. Salesforce, Tableau). 

* Advanced proficiency in speaking and writing in English.

* Experience in municipal solid waste management, ocean plastics, materials management, recycling services, and/or gender empowerment preferred but not required.

* Excellent communication (written and verbal) and teamwork skills.

* Ability to show initiative, work under pressure, work effectively with an interdisciplinary team, and meet tight deadlines.

* Able to travel up to 40% of the time.

* Must be comfortable working in a fast-paced work environment, with occasional meetings in early mornings or evenings to accommodate differing time zones.
