Senior Counselor/Team Leader for USAID BIFAD Support Contract (Washington DC, US-Based)

Tetra Tech International Development is accepting applications from qualified candidates for a Senior Counselor (Senior Team Leader) position on the U.S. Agency for International Development (USAID)-funded Board for International Food and Agricultural Development (BIFAD) Support Contract.

The BIFAD is a seven-member, presidentially appointed advisory board to USAID established in 1975 under Title XII of the Foreign Assistance Act, as amended, to ensure that USAID brings the assets of U.S. universities to bear on development challenges in agriculture and food security and supports their representation in USAID programming.

 

Position Summary: The Senior Counselor will be responsible for the overall management and coordination of the BIFAD Support Contract and the primary point of contact for USAID and the BIFAD members. It is anticipated that this will be three-year position pending USAID award and is preferably based in Washington, DC metro area with hybrid remote work.

 

Responsibilities:

* Ensures all project activities and deliverables are high quality, on time, and within budget.

* Oversees the development, implementation, and monitoring of a strategy for expanded engagement and outreach with university, research, Title XII institutions, non-degree granting research institutes, non-governmental organizations, private sector firms, and other relevant stakeholders on emerging issues related to agriculture and food security. Includes a focus on engaging underserved and underutilized universities and stakeholders.

* Facilitates communication about learning as a result of administrative, logistical, technical, and engagement support.

* Prepares BIFAD orientation packets and briefing books, updating materials to reflect emerging priorities and activities.

* Serves as a strategic advisor to both BIFAD and the USAID BIFAD Secretariat.

* Drafts contract deliverables and periodic reports, with input from other team members.

* Undertakes Collaborating Learning and Adapting (CLA)/adaptive management to achieve BIFAD objectives, in consultation with the client.

* Responds to ad hoc requests in a timely manner.

 

Qualifications:

* Master’s degree (or 10 years of equivalent experience in international development, public administration, or a related field in agricultural sciences [physical or social sciences]).

* A minimum of 10 years of relevant, demonstrated experience in the following areas:

* Working with universities and facilitating and/or supporting cross-sector and/or collaborative research partnerships;

* Building relationships with university and research stakeholders;

* Leading strategic planning and management;

* Leading multi-disciplinary teams to deliver services designed to meet the needs of diverse stakeholders; and

* Leading strategic engagement, outreach, and communications on projects similar in scope or size.

* Must be professionally proficient and fluent in written and spoken English.
