Senior Policy and Institutional Advisor for Clean Cities Blue Ocean

The USAID-funded Clean Cities Blue Ocean project in the USA, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Senior Policy and Institutional Advisor. This position will be located in Manila, Philippines. The assignment will be completed between 25 July 2022 to 31 September 2023.

 

The CCBO activity is a five-year initiative of USAID which will serve as USAID's flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities.

 

Responsibilities

*Conduct inception meeting with the CCBO’s Philippines Team and partner LGUs for the presentation and discussion of the consultancy services, methodology, timeline and other institutional arrangements through high breed online platform.

*Compile, organize and review national and sub-national SWM/3R related laws, policies and issuances that impose compliance requirements on each of the Partner LGUs using the spreadsheet template provided by CCBO. This shall also take into consideration the integration of the National Plan of Action on Marine Litter (NPOA-ML) and Circular Economy framework, and the updated rules and regulations issued by the Department of Finance (DOF) and/or its Bureau of Local Government Finance (BLGF) on the imposition or revision by LGUs of local taxes, fees, and charges.

*Compile, organize and review the partner LGUs’ SWM-related ordinances and National Solid Waste Management Commission (NSWMC)- approved 10-year SWM Plan. This shall also take into consideration the unique SWM institutional relationship between the Metropolitan Manila Development Authority (MMDA) in the case of Paranaque and Pasig City LGUs in Metro Manila.

*Determine the level of policy compliance/gap with national and sub-national SWM/3R policies, laws and issuances on SWM/3R, circular economy, and the NPOA-ML in the 4 engagement sites using the spreadsheet template provided by CCBO.

*Present and validate, through face-to-face meetings the results of the compliance gap analyses to the concerned LGU.

*Write and package a policy compliance gap analysis report for each Partner LGU following agreed outline and present this to CCBO PH for review and comments. Integrate comments and submit the final version of the report to CCBO PH.

*Based on the guidance of or agreements with the partner LGUs, draft one (1) applicable new or amendatory SWM/3R Ordinance/s for the partner LGUs, such as the flow control ordinance and others that align with the circular economy and NPOA-ML.

*Present the draft SWM ordinance/s to the technical working groups of the partner LGUs for presentation to the draft ordinance/s to their respective City Mayors and relevant City Councils members.

*Perform other advisory services, capacity building activities pertaining to SWM/3R legal and policy concerns as may be assigned by the Country Director.

 

Qualifications

*Must be an attorney-at-law with a least a bachelor’s degree in law, political science and other related pre-law degrees.

*At least 10 years’ working experience in with governments both in national, subnational, provincial, city, and municipal levels on solid waste management and other related environmental management policies.

*Familiar with SWM/3R related national policies and issuances including SWM institutional relationship between the Metropolitan Manila Development Authority (MMDA) in the case of Paranaque and Pasig City LGUs in Metro Manila.

*Exposure in municipal solid waste management, ocean plastics, circular economy, materials management, recycling services will be a plus

*Relevant and or similar engagement with international organizations such as USAID will be a plus

*Proven track record in facilitating any or a combination of the following activities such as conducting trainings on SWM, policy and enforcement system development including preparation of training materials

*Ability to travel, as is possible given any COVID-19 movement restrictions in place during the period of the consultancy

*Advanced proficiency in speaking and writing in English
