SBC Advisor Consultant for Clean Cities Blue Ocean

The USAID-funded Clean Cities Blue Ocean project in USA, implemented by Tetra Tech International Development is currently accepting expressions of interest for an SBC Advisor Consultant. This position will be located in the country office in Vietnam.

 

The CCBO activity is a five-year initiative of USAID which will serve as USAID's flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities. This position will be located in the main office in Vietnam.

 

The objective of this assignment is to advise and provide technical assistance, as well as build the capacity of technical officers of MONRE/VASI and local governments, as well as CCBO grantee organizations for designing and implementing social and behavioral change (SBC) aspects of CCBO grants in Vietnam. The SBC Advisor will train MONRE/VASI, local government technical officers, and CCBO grantees in SBC, and when needed, assist them in working to change and improve the social status of informal waste workers.

 

Responsibilities:

* Work with VASI and grantees to identify SBC needs in support of the implementation of their approved activities.

* As needed, assist CCBO grantees in Vietnam to conduct formative research for their programs and in developing an SBC strategy based on the research findings and recommendations.

* Collaborate with SBC Regional Manager to; (a) serve as a resource, mentor and coach to grantees and community volunteers when conducting Trials of Improved Practices (TIPs), as part of formative research, including in analyzing and interpreting TIPs data , (b) develop and implement coaching, monitoring, and training plans for grantees to increase their capacity to in SBC programming to promote 3R behaviors and improved SWM.

* Translate SBC training slides and serve as simultaneous or real-time translator (English to Vietnamese) during SBC training conducted by the SBC Regional Manager (and training teammates) for CCBO grantees

 

Qualifications:

* Graduate degree in communications or related fields.

* At least 10 years working in SBC for related development projects in fields such as environment, health, and population.

* At least 3 years providing capacity development in SBC topics, including training, mentoring, and coaching.

* Fluency in Vietnamese and English.

* Vietnamese citizenship is required.
