Technical Deputy/Objective 4 Coordinator – Artisanal Mining and Property Rights

The USAID-funded Artisanal Mining and Property Rights (AMPR) project in the Central African Republic (CAR), implemented by Tetra Tech International Development is currently accepting expressions of interest for the Technical Deputy/Objective 4 Coordinator role. This role will be part-time and based remotely.

 

Position Description/Summary:

The AMPR project is USAID’s vehicle for addressing complex land and resource issues around artisanal and small-scale mining in a multidisciplinary fashion with a focus on diamond and gold production in the CAR, as well as targeted technical assistance to other USAID missions and operating units in addressing land and resource governance issues within the artisanal and small-scale mining sector.

 

The candidate will serve as the part-time Technical Deputy/Objective 4 Coordinator for the USAID AMPR project. In this capacity, s/he will be responsible for all design and programming of Objective 4, “Improve USAID Programming Through Increased Understanding of Linkages Between Artisanal Mining and Key Development Issues.” The coordinator’s roles and responsibilities will be defined during each annual work planning period, but also by the written instructions of the USAID Contracting Officer Representative (COR). The Technical Deputy will be available for travel or attendance at virtual conferences and meetings as requested by the AMPR Project Management team and in collaboration with the USAID COR.

 

Responsibilities:

* Work under the supervision of the Chief of Party, but in close collaboration with the Project Manager and the USAID COR.

* Develop work plan activities for Objective 4, Improve USAID Programming Through Increased Understanding of Linkages Between Artisanal Mining and Key Development Issues in close collaboration with the Chief of Party and the Project Manager.

* Respond directly to USAID COR requests for information and advice, but with summaries of discussions provided to the COP and Project Manager through Weekly Updates at a minimum.

* Respond to requests for information and strategic advice from the USAID COR, USAID missions, and other entities as determined by the Project Management Team and in consultation with the project COR. These include outreach documents, diagnostics of ASM needs and opportunities, and on-call technical assistance. Activities may include publication of research in peer-reviewed publications and for various portals.

* Prepare terms of reference for discrete Objective 4 activities and associated requests for travel approvals.

* Participate in international forums on ASM issues as determined by the USAID COR and the Project Management Team.

* Contribute to Weekly Updates and other project determined communications.

* Participate in periodic project coordination meetings, conference calls, and email conversations.

* Provide technical advice to the Chief of Party and the Project Management on an as-needed basis based on learnings from Objective 4 activities.

 

Qualifications:

* Master’s Degree in social sciences (e.g. anthropology, development studies, political science, public policy, rural sociology). Academic focus on artisanal and small-scale mining preferred.

* Applied field research in rural areas on artisanal and small-scale mining preferred, particularly in West and Central Africa; background in project design and implementation; engagement in public policy forums around artisanal and small-scale mining preferred; experience with monitoring and evaluation.

* Excellent oral and written communications in English and French.
