Human Resources/Administration Specialist - Conservation Through Economic Empowerment in the Republic of the Congo (CEERC)

The USAID-funded Conservation Through Economic Empowerment in the Republic of the Congo (CEERC) Project in the Republic of the Congo implemented by Tetra Tech International Development s currently accepting expressions of interest for a Human Resources/Administration Specialist. The purpose of CEERC is to reduce threats to biodiversity, carbon-rich forests and peatlands in the Republic of Congo (ROC). This five-year activity takes a market-systems approach to promote conservation-friendly development and strengthen green markets systems.

 

Position Description/Summary:

The role of the Human Resources/Administration Specialist is to work in close coordination with operations and technical staff to oversee all aspects of project’s personnel and administrative operations under the direction of the Deputy Chief of Party/Operations Manager. This position is based in the CEERC Office in Brazzaville.

 

Responsibilities:

* Establish and maintain effective personnel management records and files;

* Draft Request for Approvals for Tetra Tech Home Office and USAID for new hires, consultants and staffing adjustment as directed by the Deputy Chief of Party/Operations Manager;

* Supervise and ensure the maintenance of work, leave, sick records and prepare reports as directed by the Deputy Chief of Party/Operations Manager;

* Maintain and coordinate staff evaluation schedules with appropriate supervisors;

* Maintains leave, travel, and training schedules;

* In consultation with the Deputy Chief of Party/Operations Manager develop and maintain office policy and procedural manuals for all staff;

* Prepare, implement and evaluate the compensation, benefit and allowance system;

* Managing the hiring process from preparing the job advertisements to interviews to nomination;

* Participate in all interviews and maintain the resumes, scoring sheets and results;

* Prepare contracts for Tetra Tech’s employees, consultants and short-term assistants;

* Provides logistical coordination on workshops, trainings and conferences;

* Routes communications, and responds to routine requests for information;

* Schedules regular and ad hoc meetings, including reserving conference rooms or other appropriate facilities, preparing agendas, notifying participants, setting up equipment and assembling background and informational materials;

* Receives and controls incoming actions, ensuring compliance with deadlines;

* Sorts and distributes correspondence and other mail;

* Maintains human resources and project files, correspondence, program documents, and reports;

* Prepares files for storage as appropriate;

* Assists periodically by making photocopies, sending faxes and e-mails, updating leave and travel schedules, and receiving visitors;

* Prepares packages for courier pickup;

* Assists in familiarizing new staff members with the office standards and procedures and or participating in their on-the-job training;

* Maintains leave, travel, and training schedules;

* Maintains address, telephone, file and visitor’s lists;

* Maintains files and photocopies documents;

* Performs other duties as assigned;

* Other administrative tasks consistent with the overall scope of this position assigned from time to time by the Deputy Chief of Party/Operations Manager;

* Other Duties and Responsibilities as assigned by the Chief of Party;

 

Qualifications:

* Bachelor’s Degree in a relevant field, such as business administration, or other related discipline;

* Minimum of 4 years’ relevant professional experience, with at least 2 years of experience in an equivalent position;

* Strong communication and interpersonal skills, ability to work with all levels and functions within the company;

* Requires an ability to work independently and as part of a team;

* Proficient in Microsoft Office package, especially Excel, Outlook, and Word;

* Highly organized individual able to pay close attention to detail;

* Ability to work as a member of a team of professionals in a fast-paced and challenging environment;

* Minimum three (3) years working with International NGO/s or international development firms;

* French fluency and strong working written and speaking facility in English required;

* Experience with USAID-funded projects strongly preferred;

* Citizens of ROC strongly encouraged to apply.
