Technical Director / Alternative Technologies and Fuels (ATF) Team Lead - Zambia Alternatives to Charcoal

The USAID-funded Alternatives to Charcoal Activity project in Zambia, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Technical Director / Alternative Technologies and Fuels (ATF) Team Lead position  This position will be located in the main office in Lusaka. Serious candidates should be prepared for a rapid mobilization. 

 

The purpose of USAID Alternatives to Charcoal Activity is to reduce charcoal energy consumption in Zambia, and catalyze an increase in the use of private sector-led low emissions charcoal alternative technologies and/or fuels in order to reduce deforestation directly attributed to charcoal production. A2C works to remove the barriers to alternative technology and fuel (ATF) by strengthening an enabling environment for ATF value chains while promoting enforcement of the charcoal regulatory framework and working alongside consumers to shift preferences away from charcoal. The A2C activity is guided by an understanding of local market systems, strong private sector engagement, and a commitment to engaging youth and empowering women. 

 

Technical Director / Alternative Technologies and Fuels (ATF) Team Lead

The Technical Director/ATF Team Lead reports to the Chief of Party and is responsible for providing technical leadership and coordination of activities and staff under Objectives 1, 2 and 4 (see below) to increase private sector capacity and improve the business enabling environment to advance the uptake of alternative technologies and fuels, thereby reducing the demand for charcoal and necessitating alternative livelihoods opportunities for charcoal-producing households. They will lead the ATF Team and support collaboration between project staff, project partners, grantees, the private sector, and Government of Zambia. This is anticipated to be a full-time long term (5 year) position based in Lusaka, Zambia. They will be required to travel domestically outside Lusaka to support stakeholder engagement and activity implementation, as needed. The Technical Director / ATF Team Lead will

*Support ATF Team staff to identify and facilitate strategies to incentivize private sector engagement and investment in the development and marketing of ATFs, as well as incentives to encourage uptake of ATFs within charcoal-using households (Objective 1);

*Support ATF Team staff to identify and facilitate improvements to the business enabling environment (policy, regulations etc.), inclusive employment opportunities with the ATF sector, investment in ATFs, and improved charcoal enforcement (Objective 2);

*Support ATF Team staff to develop alternative livelihoods opportunities for charcoal producers, including tying into the developing ATF market (Objective 4); 

 

Qualifications

*Master’s degree in international development, economic growth, energy or related field;

*Minimum of seven (7) years’ experience in energy market development, ATFs, energy finance, and rural energy access;

*Minimum of five (5) years’ experience working in Zambia or Sub-Saharan Africa;

*Demonstrated understanding of the energy sector in Zambia, including challenges and opportunities;

*Ability to establish and maintain strong partnerships with donors, the private sector, host country government counterparts, and local organizations;

* Proven technical writer and strong communicator; 

* Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
