Senior Technical Specialists – Georgia Local Self Government Strengthening Activity

Tetra Tech International Development Services (http://www.tetratech.com/intdev), is currently accepting expressions of interest from qualified candidates for potential Senior Technical Specialist positions on an anticipated U.S. Agency for International Development (USAID)-funded project in Georgia.

 

Project Summary: The goal of this project is to support Georgia’s ongoing decentralization reform and enhance the effectiveness, accountability, and citizen-responsiveness of target local governments in Georgia. This will be achieved by strengthening national institutional capacities, legislative frameworks, and partnerships for meaningful decentralization; improving subnational public administration and accountability systems; enhancing subnational capacity to deliver inclusive, accessible, and citizen-responsive public services; and engaging and empowering communities to hold subnational governments accountable.

 

Position Description: The Senior Technical Specialists will provide technical and management support to activities within their field of expertise to achieve project outcomes. Positions may be for long-term project staff or opportunities for short-term technical assignments, and may be based in Tbilisi or other project cities as determined by project needs.

 

Tetra Tech seeks candidates with expertise in one or more of the following areas:

* Municipal government and decentralization

* Public Administration

* Integrity and accountability of municipal governments and officials

* Public financial management

* E-governance applications

* Local Economic Development and planning

* Civic engagement, including youth and vulnerable groups

* Gender and social inclusion

 

Qualifications:

*Bachelor’s degree or higher in a related field (Master’s preferred);

*Minimum of ten (10) years of relevant professional experience;

*Demonstrated expertise in analytical, writing, and training skills;

*Demonstrated understanding of general monitoring and evaluation practices;

*Excellent interpersonal and communication skills, as well as cultural and political sensitivity;

*Professional written and spoken proficiency in English and Georgian is preferred;

*Prior experience living and working in Georgia (preferred);
