The USAID-funded Integrated Land and Resource Governance (ILRG) project in Zambia is currently accepting expression of interest for a Senior Wildlife and Natural Resource Management Specialist. While activities will be undertaken in different parts of Zambia, this position will be located in the main office in Lusaka, with frequent trips to Chipata, Petauke, Lundazi and the locations of other ILRG partners.
The Specialist will be responsible for leading all ILRG work related to community-based wildlife and forest management activities including: technical deliverables; grantee and subcontractor performance and capacity building; law and policy partnerships with DNPW, MLNR and Forestry Department; and coordination with other areas of ILRG technical assistance.
Broadly, the ILRG project is supporting 1) customary land documentation and administration; 2) community-based natural resource management; and 3) advancing women’s economic empowerment, while engaging with government on inclusive land and resource policy and law.
Within the wildlife sector, ILRG is engaging with NGO and community partners as well as the government in areas related to:
-Wildlife economy, including community game ranching and community forestry, and the integration of forest and wildlife objectives;
-Participatory land use planning, including bottom up development of general management plans, and collaboration with stakeholders on integrated development plans;
-CBNRM governance, including capacity of Community Resources Boards and Community Forest Management Groups;
-Gender integration, including women’s leadership in community governance structures and employment opportunities.
RESPONSIBILITIES:
The Wildlife and Natural Resource Management Specialist will be responsible for:
*Working as part of the ILRG Zambia management team and with partner organizations
*Providing overall responsibility for written deliverables, and products to be distributed broadly;
*Supervising the performance of grantees and subcontractors within the wildlife and natural resource management sector, and providing technical inputs;
*Maintaining government relationships related to natural resource management with Forestry Department and Department of National Parks and Wildlife, as well as with local councils / Ministry of Local Government, and the House of Chiefs;
*Capacity building of national level institutions and development of community-based organization tools and trainings for broad distribution;
*National level learning and coordination around key NRM issues, including: participatory spatial planning; community-based wildlife economy (including game ranching); integration of forestry and wildlife monitoring and enforcement; and gender integration;
*Ensuring that contractual obligations are met and that annual work plans are being successfully implemented;
*Representing ILRG at national-level events and with both cooperating partners and government;
*Ensuring effective monitoring and evaluation.
QUALIFICATIONS:
*MSc/PhD in one or more of the following: land, natural resource management, anthropology/sociology, GIS, forestry, or wildlife required.
*At least 10 years of relevant technical experience within the above technical area preferred.
*At least 5 years of field program management experience required
*Previous management of USAID programs for international contractors is desirable.
*Data and data management proficiency preferred.
*GIS, mapping, and cartography experience preferred, particularly around General Management Plan Development.
*Experience with gender integration desired.
*Excellent written and oral communication skills, including demonstrated ability to edit and improve submitted documents required.
*Excellent interpersonal skills and team building skills required.
*Ability to prioritize tasks, meet deadlines, and work in multicultural environment is required.
*Ability to represent the program with high-level government officials and customary authorities is required.
