Director of Opportunity Response - Zambia Revenue Mobilization for Equity and Growth Activity

Tetra Tech International Development Services, headquartered in Arlington, VA, is currently accepting expressions of interest from qualified candidates for a potential Director Tax Law & Policy position on a U.S. Agency for International Development (USAID)-funded project in Zambia. The goal of this project is to provide support to the Government of the Republic of Zambia in achieve a more stable, equitable and efficient tax system, which will result in improved compliance, an expansion of the tax base and revenue growth over time, and the creation of the fiscal space to increase priority spending and unlock the country’s growth potential.

 

The proposed activity will help Zambia improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. The activity will engage both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the Government of the Republic of Zambia.

 

Position Description: The Director of Opportunity Response will support all project objectives and emerging client and Government of the Republic of Zambia needs as they arise over the course of the project. She/he will help identify and/or respond to project opportunities and coordinate closely with Government of the Republic of Zambia, USAID and other donor-funded programs to provided needed, targeted technical assistance at short notice. The Director of Opportunity Response will help stakeholders to identify problems, solutions and the resources required to implement required interventions for maximum impact. This is anticipated to be a full-time position based in Lusaka.

 

Qualifications:

Master’s degree or higher in public administration, economics, business administration, project management, law, or a related field;

*  Minimum of eight (8) years of working experience in project management and administration, preferably in the area of tax law and policy, domestic resource mobilization, and public administration;

Proven experience conducting comprehensive business analysis to identify opportunities and/or develop programmatic responses to urgent needs emerging from the clients and the Government of the Republic of Zambia;

Excellent interpersonal skills and ability to liaise effectively with Government of Zambia’s institutions and other donor-funding programs in support of project objectives for the purpose coordinating diverse and miscellaneous project responses;

Proven experience navigating complex and high-pressure operating environments;

Proficiency in written and spoken English is required
