Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a National Policy Engagement Specialist on the U.S. Agency for International Development (USAID)-funded Central Asia Water and Vulnerable Environment Activity. This position will be based in Kyrgyzstan. The goal of the activity is to strengthen regional capacity to manage shared water resources and mitigate environmental risks in the Syr Darya and Amu Darya river basins, shared by five Central Asian States – Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The activity seeks to improve the capacity of small and regional river basin councils to identify and address water management issues; and support national governments to improve regional collaboration, effective joint water management practices, and legal/regulatory improvements.
Position: The Kyrgyzstan National Policy Engagement (NPE) Specialist reports to the Water Policy Lead. As the field-based country representatives of the Central Asia Water and Vulnerable Environment Activity, the NPE Specialist will work independently under the Water Policy Lead to guide implementation of the project at the country level. The NPE specialist will work at national and local scales based in Kyrgyzstan to identify partners and priorities, implement strategies and ensure robust communication with the main office in Almaty. They are responsible for implementing strategies to strengthen water legislative and regulatory frameworks as well as strengthening linkages between Small Basin Councils (SBCs), Basin Water Organizations (BWOs), and national policy discussions.
Qualifications:
*Advanced degree in Water Resources Management, Climate Change, or other relevant field;
*Minimum four (4) years’ experience in successful implementation of integrated water resource management (IWRM), transboundary water cooperation, or water and environment programs;
*Experience working with national and district level water ministries;
*Knowledge of relevant water legislation and functioning of BWOs and SBCs;
*Demonstrated understanding of the water policy sector and transboundary water challenges in Central Asia; .
*Demonstrated ability to establish and sustain partnerships and strong working relationships with donors, host country government counterparts, academic institutions, and civil society;
*Proven experience navigating complex and high-pressure operating environments;
*Professional fluency in written and spoken English and Russian are required.
