Deputy Chief of Party – Georgia Local Self Government Strengthening Activity

Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party (DCOP) position on an anticipated U.S. Agency for International Development (USAID)-funded project in Georgia. The goal of this project is to support Georgia’s ongoing decentralization reform and enhance the effectiveness, accountability, and citizen-responsiveness of target local governments in Georgia. This will be achieved by strengthening national institutional capacities, legislative frameworks, and partnerships for meaningful decentralization; improving subnational public administration and accountability systems; enhancing subnational capacity to deliver inclusive, accessible, and citizen-responsive public services; and engaging and empowering communities to hold subnational governments accountable.

 

Position Description/Summary: Working under the overall direction of the Chief of Party (COP) and in coordination with project technical staff and external partners, the DCOP will ensure the timely and effective delivery of project activities and results. The DCOP will provide technical leadership for one or more project components, support the COP in project management and donor relations, and serve as the technical and program point of contact in the absence of the COP. This is anticipated to be a full-time position based in Tbilisi.

 

Qualifications:

*Master’s degree or higher in public administration, international relations, finance, or a related field;

*Minimum of ten (10) years of demonstrated, progressively responsible field operations experience in the successful implementation of government capacity building, public sector reform, governance, decentralization, and/or local governance programs;

*Minimum of five (5) years of working experience in a senior supervisory role on similar donor-funded programs; experience on USAID contracts of similar size and scope strongly preferred;

*Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, and civil society;

*Demonstrated experience in promoting sustainability within development activities;

*Proven experience navigating complex and high-pressure operating environments;

*Professional written and spoken proficiency in English is required. Georgian is strongly preferred;

*Prior experience living and working in Georgia (preferred);
