Chief of Party, Egypt IWSSTA

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from candidates for a potential Chief of Party position for an upcoming USAID-funded water program in Egypt. The purpose of this program is to improve water sector management and governance through targeted technical assistance to water companies.  IWSSTA will focus on enhancing the water sector performance and sustainability through four major pillars:

 

*1. Asset management

*2. Quality of service;

*3. Cost recovery to increase the financial and commercial viability of existing water and wastewater companies; and

*4. Operational efficiency.

 

Chief of Party:

The COP will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the project’s overall strategy. The COP will be the principal link between USAID, Tetra Tech, and other partners and provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and evaluation, and reporting to USAID. S/he will ensure the project is on scope, schedule and budget at all times. The COP will ensure that all procurement, recruitment and financial dealings are properly processed, documented and reported. This would be a full-time position, based in Egypt.

 

Qualifications:

*Bachelor’s degree in a relevant field;

*Minimum of 20 years of professional experience, 10 of which as a COP or Senior Project Manager for  projects of a similar size and complexity;

*Preference of 5 years of experience in Egypt or in the region;

*Minimum of 10 years of demonstrated progressive experience in water and sewerage utility reform efforts, or institutional strengthening programs within the water sector, including experience in project management;

*Demonstrated expertise working on institutional strengthening programs; utility corporatization; performance-based contracts for water utilities; utility regulation, and benchmarking;

*Demonstrated ability to work effectively with senior national and local government officials, public interest and community groups, and private industry representatives, which often hold differing views or interests;

*Previous relevant experience in Egypt and/or the Middle East region;

*Knowledge of USAID rules and regulations is preferred;

*Outstanding communication, management, and reporting skills;

*Fluency in written and oral English is required; Arabic is highly preferred.
