Energy Procurement Expert

Summary

 

Tetra Tech is recruiting for an Energy Procurement Expert in our Bangkok, Thailand office. This position is contingent upon an awarded contract.

 

Responsibilities include:

·         Coordinate with other project implementers and stakeholders, including other U.S. government agencies and donors

·         Identify and develop a pipeline of priority projects

·         Transaction advisory services and capacity building

·         Link project developers and investors with national and regional financing networks

·         Help develop and implement strategies that promote transparent, competitive energy-sector procurement such as auctions, drive quality standards to promote best value products, and aggregate demands to attract participation of global players

·         Build regional understanding and help countries adopt the right incentive frameworks to match the technology/market maturity, and innovative auction options for emerging and new technologies

·         Help energy providers overcome serious weaknesses that have persisted in the area of public procurement across the energy value chain such as fragmented procurement procedures; the lack of professional procurement expertise; the absence of open, competitive tendering, especially for foreign suppliers; corruption; and the lack of transparency

·         Provide guidance on how to procure/adopt high quality of equipment/service; increase competition to avoid limited or single sourced-direct negotiation; and strategies to minimize delays in decision making

·         Responsible for searches of tech secondary suppliers in the Asia Pacific region, expand supplying channels and develop supplier relationships. Track and evaluate vendor performance

·         Work with the business owners to develop and implement negotiation strategies to reduce cost of the major purchases

·         Provide technical leadership and supervision of staff and consultants

·         Provide quality control support and ensure timely delivery of outputs

·         Prepare work plans, progress reports, financial reports, logistics, and other documents

 Qualifications 

  • Master's degree in energy-related engineering, policy, business, finance, economics, or a related field required
  • Minimum 10 years of experience in the power sector
  • Experience working in South East Asia and/or the Southeast Asian energy sector and understanding of key issues and stakeholders involved in energy project development
  • Experience with international donors
  • Experience in sales and procurement
  • Experience in negotiating with external vendors to secure the best contractual terms and agreements
  • English fluency is required
