Chief of Party– Resilience and Natural Resource Management Activity

 

Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID funded program in Niger and Burkina Faso.

 

The purpose of the Resilience and Natural Resource Management Activity (implemented in Niger and Burkina Faso) is to promote an integrated risk and natural resources management approach to improve water, land, and soils management; climate smart agriculture practices; and pasture reclamation and management to enhance tree cover, soil fertility and erosion control, and improved water access for livestock and crops. It will serve as a center of excellence for RISE II partners on water security and risk management by implementing activities, conducting assessments, and developing tools and approaches. The activity will invest in drinking water infrastructure in addition to water policy reform and capacity building for communities, and government and private sector providers.  

 

The Chief of Party (COP) will be responsible for leading all technical, financial, and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the project’s overall implementation strategy. The COP will be the principal liaison between USAID, Tetra Tech, and other partners and will provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and evaluation, and reporting to USAID.

 

Qualifications:

* Master’s degree in natural resource management or conservation (to improve soils, water and land), climate smart agriculture (livestock and crops), climate change adaptation, water and sanitation, international development, or another relevant field required;

* Required minimum of 10 years of professional experience in designing and implementing development projects in at least one of the following technical disciplines: water security, climate change risk management and adaptation (ecological and socio-economic); pasture reclamation and management, soil fertility and erosion control, and improved water access for livestock and crops in the Sahel;

* Required minimum of 7 years leading projects of similar size and complexity (>$25 million, transboundary), preferably as a COP or Director of USAID-funded projects;

* Demonstrated experience in designing and managing successful multi-sectoral donor-funded projects in Africa required; relevant experience in Niger and/or Burkina Faso preferred;

* Knowledge of relevant Nigerien, Burkinabe, and West African regional institutions preferred;

* Fluency in English and French Required.
