Senior Governance/CSO Technical Specialists, Tunisia Civil Society and Good Governance Activity

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID funded program in Tunisia.

 

Project Description: The purpose of the anticipated five-year, USAID-funded Tunisia Civil Society & Good Governance Activity is to facilitate a productive relationship between civil society and the Government of Tunisia, focusing on three key roles of civil society in a middle-income, democratic country: 1) advocacy/ campaigner (for example advocating for changes in existing laws to facilitate reforms), 2) watchdog (for example, monitoring of reforms and human rights issues), and 3) participant in global governance processes (for example, the open government partnership standards, advisory boards of investment funds, etc.). The program will work nationwide, differentiating between the capacity-building needs of smaller, regional NGOs, Associations, think-tanks and other types of local organizations and more developed, Tunis-based CSOs, creating linkages networks, and platforms for knowledge sharing, partnerships, and joint-action.


Senior Governance/CSO Technical Specialists

Senior Technical Specialists will provide technical and management support to activities within their field of expertise to achieve project outcomes. For each of the positions, the focus will be on engaging with and strengthening Tunis-based and regional civil society organizations (NGOs, Associations, Think Tanks, and other organizations). Qualified applicants from Tunisia are highly encouraged to apply.

 

Capacity Building/Institutional Strengthening Specialist: Responsible for coordinating and implementing technical assistance to civil society organizations to improve internal management processes, work planning, proposal development, and other areas of focus. Ideal candidate will have experience implementing institutional assessments and designing and implementing capacity building programs and performance improvement plans.


Advocacy/Campaigner Specialist
: Responsible for coordinating and implementing technical assistance to civil society organizations to enhance their advocacy and campaigning abilities, for example, advocating for changes in existing laws to facilitate reforms. Ideal candidate will have successful experience advocating for political changes and strong relations with the Tunisian government and civil society organizations.


Watchdog Specialist
: Responsible for coordinating and implementing technical assistance to civil society organizations to enhance their role as government watchdogs, for example, in the monitoring of reforms and human rights issues. Ideal candidate will be familiar with Tunisian national law, international human rights, and have a history of government oversight activities.


Global Governance Specialist
: Responsible for coordinating and implementing technical assistance to civil society organizations to enhance their participation in global governance practices. For example, the open government partnership standards, advisory boards of investment funds, or similar institutional bodies. The ideal candidate will have experience in navigating key legal, political and institutional frameworks in Tunisia as well as experience in liaising with the leading political and administration actors at a national and regional level.

 

Qualifications:

*Advanced degree in relevant discipline (Master’s degree in law, political science, public administration, or similar);
*7+ years’ experience in international development operations, preferably in the governance/civil society sector, and working on large donor-funded projects; USAID experience preferred;
*At least 5+ years of demonstrated experience providing technical input and/or advisory services in the designated area of specialization in Tunisian and/or MENA region;
*Demonstrated ability to engage with and build the capacity of Tunisian civil society organizations (regional and Tunis-based NGOs, Associations, Think Tanks, and other organizations) and work collaboratively with government;
*Demonstrated ability to foster collaboration and form coalitions between CSOs in the Tunisian or MENA context;
*Experience with small grants implementation preferred;
*Complementary experience in any of the following fields valued highly: economic growth, private sector engagement, elections, security sector reform, countering violent extremism (CVE), gender equality, inclusive development.
*Fluency in French and Arabic; English preferred.
