Africa Investment Advisor USAID– Addis Ababa, Ethiopia

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Africa Investment Advisor position on a USAID funded program in Addis Ababa, Ethiopia, overseeing a Geographic Coverage Area (GCA), including Djibouti, Eritrea, Ethiopia, Somalia, Sudan, and South Sudan.

DFC’s goal is to increase private capital investment in sub-Saharan Africa as a foreign policy and development priority. The AIA will be instrumental in the effective deployment and coordination of economic tools to help develop, facilitate, expedite, and mitigate the risk of commercial transactions between the United States and Africa. The AIA will facilitate commercial transactions, including project finance, insurance and, private equity fund investments. The AIA will be responsible for establishing a strong business development presence on the ground in priority locations and working closely with other U.S. government agencies to ensure responsiveness to private sector needs.

Responsibilities:

*Perform Business Development and Transaction Support services for the United States International Development Finance Corporation in the Eastern region of Sub-Saharan Africa

*Build and maintain a strong network of contacts in the public and private sectors in the GCA, and with potential investors to facilitate economic activity

*Serve as the principal point of contact representing the DFC in prospecting the GCA market and building a pipeline of financeable deals

*Identify and pre-screen transaction opportunities where DFC involvement could improve outcomes

*Conduct business development meetings with potential project sponsors, developers, financiers, and other relevant parties for the purpose of introducing DFC offerings and funding criteria, identifying potential opportunities for transaction the DFC to have a positive impact.

*Review prospective project information documents to vet, evaluate and make recommendations on project opportunities

*Follow up on potential transaction opportunities identified by US Government agencies, as requested by the DFC, to determine suitability for DFC involvement

*Respond to DFC documentation requests as needed.

*Track all prospecting and transaction details for all opportunities in approved program format.

*Remain engaged with all transactions through their lifecycle to:

*Monitor and report on applicable policy or legislation changes that may affect transactions

*Assist DFC officers on due diligence, including verification of conditions precedent to reach financial close

*Assist with post-execution performance monitoring

*collection, completion, and/or verification of post-financial close transaction performance and/or development impact

*Train and meet regularly with local, inter-agency Embassy staff, on DFC offerings, eligibility criteria, and relevant strategic priorities to educate staff on how to identify financing opportunities for DFC and to follow up on opportunities.

*Participate and present at events, conferences, or Embassy-convened meetings relevant to DFC business

*Assist with travel and meeting logistics for senior-level DFC personnel traveling to the GCA, as required


Qualifications:

*Bachelor’s degree in management or administration, business, or a related field relevant to development finance

*At least five years demonstrable experience with investment banking, financial advisory, insurance underwriting, project development, development finance, project finance, financial services or development finance-related consulting, or private equity is required.

*At least three years of relevant experience in developing or emerging countries, including, in sub-Saharan Africa is required

*Demonstrated experience and skills in planning, procurement, monitoring and reporting in multiple project environments and in the context of donor-funded development projects

*Must possess an existing, extensive and demonstrable network of professional contacts in sub-Saharan Africa.

*Proficiency with business tools and technology, including Microsoft Office, Adobe Acrobat, data analysis tools, and Visio with the ability to quickly learn other tools as necessary is required

*Willingness to travel regularly during the duration of the contract (approximately 50%).

*Fluency in English is required, a working knowledge of Arabic is required, Knowledge of French Amharic and other languages spoken in Africa are highly desirable.
