Chief of Party, Uganda Sanitation for Health Activity (USHA)

Tetra Tech International Development Services, headquartered in Arlington, VA is currently accepting applications from qualified candidates for the Chief of Party (COP) position on the Uganda Sanitation for Health Activity (USHA) project, which is a USAID-funded WASH project that started in 2018.


Position Description/Summary:

The COP is the technical and administrative leader of USHA in Uganda. S/he will ensure the project achieves its targets across all result areas on schedule and within budget and will also be responsible for leading the USHA team, ensuring compliance with USAID and Tetra Tech regulations, and complying with relevant Ugandan laws. A seasoned WASH sector professional thoroughly familiar with the Ugandan WASH sector, the COP will serve as the project’s Institutional Liaison and will be responsible for all administrative oversight. Additionally, the COP will enhance opportunities to link closely with other USAID/Uganda Mission-sponsored projects, other USG-sponsored cross-sector activities, and relevant agencies and ministries via coordinated partnerships that enhance and enable USHA’s expected results.

Program Objectives:

USHA project aims to accelerate sustainable improvements in water and sanitation access and improve hygiene behaviors in the target districts. To accomplish these, USHA must execute tasks that contribute to distinct types of outputs:

1. Increase household access to sanitation and water services;
2. Expand key hygiene behaviors at home, school, and health facilities; and
3. Strengthen national and district water and sanitation governance for sustainable service.

Minimum Qualifications:

*A minimum of 10 years of professional experience, with progressively increasing responsibilities and duties, in related fields such as water and sanitation service expansion, management, and governance, private sector strengthening, market development, and social behavior change promotion.
*An advanced graduate degree in a similarly related field of study, e.g. environmental or civil engineering, public health, business administration, governance, etc.
*Proven experience as Chief of Party (COP) or leadership in the administration of similar size international donor support programs with skills in strategic planning, management, supervision and budgeting.
*Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
*Evidence of strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the Agreement.
*Knowledge of Ugandan water supply and sanitation issues preferred.
*Ugandan nationals are strongly encouraged to apply.
