Markets and Trade Specialist – FEWS NET

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential for a Markets & Trade Specialist for the FEWS NET (Famine Early Warning Systems Network) IDIQ. FEWS NET delivers early warning of food insecurity and vulnerability to USAID and its partners, including governments and international organizations, by predicting, tracking, and analyzing the physical, economic, political, and other hazards and trends that impact food access and livelihoods. Working with a network of partners, FEWS NET supports humanitarian response planning, decision making, and resource allocation and builds capacity of national and regional food security information and early warning systems. Led from its headquarters in Washington DC, FEWS NET maintains over 25 country and regional offices in Africa, Latin America, and Central Asia. This position will be based in Washington DC and will lead a team of home office and regionally based market and trade analysts to ensure that markets and trade data and information is effectively integrated into the project early warning activities. 

 

Responsibilities:
*Lead the design of analytical frameworks used in the activity’s market and trade analyses.
*Identify sources of markets and trade related data and information and integrate new partners into the FEWS NET network to contribute to or utilize the activity’s data, analyses, and expertise.  
*Develop technical guidance materials, tools, and standards for all project staff supporting and engaged in market and trade data collection, analysis, and reporting.
*Provide training, mentorship, and hands-on support to project and partner staff.
*Provide technical quality control for markets and trade data collection, analyses, and reporting and ensure the consistent and accurate integration of market and trade data and analysis into the activity’s FEWS NET early warning and decision support.
*Lead a team of headquarters and field based markets and trade analysts to monitor developments and identify emerging trends in markets and trade.
*Lead the production of markets and trade reports and other technical information products.
*Provide in-person briefings to USAID and other USG agencies and to staff from network partners and cooperating country governments.
*Identify opportunities to develop or improve the activity’s information products and expand its audience.
*Other duties as required.

Qualifications

 

Required:
*Advanced degree in agricultural economics, commodity markets, international trade, or other related field.
*At least 10 years of professional experience – including 3 years in Africa, Asia, or Latin America, leading or supporting programs in agricultural, market systems, or private sector development; trade; finance; early warning and humanitarian response; or scenario modeling 
Experience managing and mentoring staff to achieve demonstrable results
*Experience working for or collaborating with partners in private sector, academia, research institutions, UN, and government ministries and agencies
*Excellent written and oral communications skills
*Fluency in English
*Proficiency in MS Office and statistics applications
*Ability to work in the USA without sponsorship

Desired:
*Experience working on USAID-funded programs 
*Familiarity with – and, preferably, experience supporting – humanitarian assistance programs and relief agencies that work in food security and/or disaster risk management
*Proficiency in GIS applications
*Fluency in French and/or Spanish
