Gender and Social Inclusion Specialist

 

Tetra Tech International Development Services seeks a Gender and Social Inclusion Specialist to support the USAID-funded Judicial Reform in Uzbekistan Program (JRUP). This program will support the efforts of the Government of Uzbekistan to develop rule of law, reform the judiciary, and improve the legal operating environment for NGOs and civil society organizations. Activities will contribute to locally-led development and self-reliance by providing input and expertise into the legislative reform process, the development of the legal profession, and facilitate strategic planning, including defining roles and paving the way for civil society development. Counterpart organizations will include the Ministry of Justice.

The Gender and Social Inclusion Specialist will undertake work in Tashkent, Uzbekistan in support of JRUP. The Gender and Social Inclusion Specialist will report to the Deputy Chief of Party (DCOP).

The Gender and Social Inclusion (GSI) Specialist’s primary responsibilities are aimed to ensure project activities are adaptive and inclusive for vulnerable groups and to work closely with government counterparts and local grantees to ensure program activities align with development goals. Core responsibilities will include:
* Coordinate with and support the Monitoring and Evaluation (M&E) team in establishing and implementing gender-sensitive monitoring, evaluation, learning and reporting systems. Work closely with the M&E Officer to develop the data collection and analysis tools for the baseline assessment to guarantee gender and social inclusion considerations.
* In line with USAID’s Gender Equality and Female Empowerment Policy as well political economy analyses conducted for the program, the GSI Specialist will be responsible for GSI action planning, which will feed directly into the Program’s overall work planning.
* Conduct a local systems analysis, with an integrated gender and social inclusion analysis, to inform how the needs of vulnerable groups should be addressed in the local context.
* Provide partner organizations with ongoing gender integration and social inclusion technical assistance.
* Ensure the most vulnerable and marginalized populations are represented across all project components, including as staff members, project participants, trainers, facilitators, speakers, evaluators, and so forth.
* Integrate gender and social inclusion considerations into operational research design and policy analyses.
* Incorporate discussions and activities related to gender and social inclusion into facilitation plans when designing dialogue sessions.
* Help CSOs build and maintain inclusive networks that incorporate women-led, minority-led and youth-led organizations.

Requirements:
* Bachelor’s degree (or the equivalent) in communications, gender studies or a related field.
* At least 4 years of relevant experience in technical training and capacity building.
* Prior experience with USAID, INL, or other donor-funded projects preferred.
* Ability to work in an ambiguous and rapidly developing environment, must be comfortable with constant change of local partners, and multiple, competing priorities.
* Fluency speaking, reading, and writing in Russian. Fluency in Uzbek and proficiency in English preferred.
