Chief of Party - Land Reform Activity

 

Tetra Tech International Development Services is currently accepting expressions of interest from qualified Chief of Party (COP) candidates for an anticipated 4-year Millennium Challenge Corporation (MCC)-funded Land Reform to Accelerate Agricultural Productivity (LRAP) initiative in Togo.

 

The LRAP initiative comprises four main objectives: (i) expand access to land by identifying, legitimizing, and formalizing customary land rights; (ii) move the legitimized rights into the formal system; (iii) improve the formal system so that it effectively protects all legitimate land rights; and (iv) expand inclusive access to land by ensuring that recognition of women’s rights, already recognized in formal law, are fully incorporated into practice.

 

Position Description/Summary:

The COP will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with MCC in developing, implementing, and revising the project’s overall strategy. The COP will be the principal link between MCC, Tetra Tech, the government of Togo, and other partners. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and evaluation, and reporting to MCC. Position to be based in Togo.

 

Responsibilities:

*Provide the overall leadership, strategic guidance, vision, and management to staff for successful project implementation;

*Work closely with technical and administrative staff to ensure the integration of all technical areas as well as strong collaboration with donors and local counterparts;

*Meet contractual obligations, produce deliverables and targets, and achieve project results as specified by MCC;

*Provide quality control of products prepared by the team and provide technical guidance to partners;

*Communicate/work with key stakeholders at regional, national and municipal levels.

 

Qualifications:

*Advanced degree in law, economics, rural sociology, anthropology or other relevant discipline;

*At least 10 years of professional experience working on, designing, and/or implementing projects related to land tenure and governance, including extensive experience in land project management in Francophone Africa;

*At least 5 years managing development projects with large teams, and engaging with government representatives and project stakeholders;

*Demonstrated ability to manage a diverse team of experts and a demonstrated ability to integrate content from multiple disciplines and sectors;

*Experience in planning missions and coordinating logistics for team members

*Experience with gender and customary tenure issues required;

*Familiarity with land use planning, rights registration and conflict resolution required;

*Experience with major donor-funded projects, specifically MCC;

*Financial and administrative management expertise required;

*Experience with enhancing coordination among institutional stakeholders preferred;

*Strong presentation and strategic thinking skills;

*Excellent report writing skills required;

*Previous Chief of Party experience strongly preferred;

*French language fluency (oral and written) and previous experience in sub-Saharan Africa, preferably West Africa, is required. Proficiency in English is preferred;
