Gender and Land Tenure Specialist - Land Reform Activity

Tetra Tech International Development Services is currently accepting expressions of interest from qualified Gender and Land Tenure Specialist candidates for an anticipated 4-year Millennium Challenge Corporation (MCC)-funded Land Reform to Accelerate Agricultural Productivity (LRAP) initiative in Togo.


The LRAP initiative comprises four main objectives: (i) expand access to land by identifying, legitimizing, and formalizing customary land rights; (ii) move the legitimized rights into the formal system; (iii) improve the formal system so that it effectively protects all legitimate land rights; and (iv) expand inclusive access to land by ensuring that recognition of women’s rights, already recognized in formal law, are fully incorporated into practice.


Position Description/Summary:

The Gender and Land Tenure Specialist provides policy, analytical and program implementation expertise on women’s land rights, including access to property and inheritance, rural land tenure security, access to land, land rights formalization, land markets, land administration and management, and resolution of land and related disputes with a focus on impacts on women and their families. Position to be based in Togo.



*Conduct gender-based analyses (both from the desk and in the field);

*Draft research and briefing papers, advisory memos, training modules, presentations, advocacy materials, and other products;

*Collaborate and build relationship with both internal and external stakeholders (teams and individuals).



*A graduate degree in International Development or related field required;

*Minimum of 7 years of experience in international development operations;

*Minimum of 5 years of experience in gender mainstreaming and integration;

*Experience working with large international donors;

*Strong communicator, both verbally and in writing;

*Experience addressing gender and inclusion issues in the land sector or rural development;

*Experience holding public meetings and coordinating with local governments, legal experts, developers, the public, and special interest groups to formulate and develop plans for vulnerable populations;

*French language fluency (oral and written) and previous experience in sub-Saharan Africa, preferably West Africa, is required;

*West African nationals and Togolese citizens are strongly encouraged to apply.
