Senior Immigration and Customs Enforcement Advisor (ICEA)

Tetra Tech International Development Services is seeking an experienced Senior Immigration and Customs Enforcement Advisor (ICEA) for a government client. The position will be based in Liberia.

 

Senior Immigration and Customs Enforcement Advisor (ICEA) will aid the customer by advising and mentoring the Liberian Immigration Services (LIS) and security sector agencies in its efforts to develop into a credible, transparent, accountable, and professional immigration and customs enforcement force in Liberia. The Government of Liberia (GoL) requires mentorship and training to continue to target illegal immigration and customs avoidance at the highest-levels.

 

The Senior ICEA shall communicate regularly with the INL Director in Monrovia and coordinate efforts with the Contracting Officer (CO) and/ or Contracting Officer Representative (COR), in order to make certain such effort remains within policy objectives as determined by the U.S. Ambassador to Liberia.

 

Duties and responsibilities of the Senior ICEA will include, but shall not limited to:
  • Provide advice to senior GoL officials in formulating and documenting immigration and customs enforcement policies
  • Assist INL and the GoL in coordinating activities within GoL, in addition to donors and international and regional partners.
  • Provide subject matter expertise in developing and delivering immigration and customs enforcement training and instruction in the areas of policy development, intelligence analysis, law enforcement, security, public relations, administrative processing.
  • Provide regular written reports and verbal communications to the INL Director and/or INL Deputy Director of substantive immigration and customs management issues demonstrating progress of the immigration and customs enforcement initiatives within GoL.
 

 

Required Qualifications:

 

  • A bachelor’s degree in public administration, police administration, police science, criminal justice, business administration, or equivalent field from a U.S. accredited or recognized academic institution;
  • U.S. Citizen or Third Country National;
  • Ability to possess/maintain MRPT certification;
  • Graduate of any U.S. local, state, or Federal law enforcement academy, or the equivalent;
  • At least 10 years of experience as a full-time, immigration and customs enforcement officer or relevant experience in a full-service U.S. local, state, or federal law enforcement agency;
  • Mastery of law enforcement principles, methods, and practices to provide subject matter expertise in advising, mentoring, planning, development, and oversight in immigration and customs enforcement programs;
  • Superior negotiation and interpersonal skills;
  • Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs;
  • A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and Power-Point;
  • Must be able to communicate in English with accuracy and fluency in order to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives;
  • Excellent communication skills (reading, listening, report writing, and oral presentation);
  • In possession of a current and valid driving license for at least one year;
  • Three years overseas experience working on immigration and customs enforcement program development or an additional 5 years of experience in U.S. domestic immigration and customs enforcement;
  • Five years professional work experience directly related to one or more of the fields related to the primary duties of this position including Program/Policy development, Administration, Management Consulting and mentoring, and/or immigration and customs enforcement management; and
  • Possess, at the time of assignment, detailed knowledge of at least two of the following fields:
    • Immigration Policy
    • Customs-related Law Enforcement
    • Justice Sector Development
    • Public Information/Public Diplomacy
    • Immigration Reform
    • Human-Trafficking

Desired Qualifications:

  • A master’s degree in public administration, police administration, police science, criminal justice, business administration, or equivalent field from a U.S. accredited or recognized academic institution;
  • Experience in strategic planning, policy development, and implementation of major law enforcement programs;
  • Experience working or coordinating with U.S. government agencies such as the U.S. Department of State.
