Human Resources Manager

Tetra Tech International Development Services is accepting applications from qualified candidates for a Human Resources Manager.

 

The Human Resources Manager is responsible for the leadership and management of the human resources functions. Coordinates the development of home office and international field offices’ HR best practices and coordinates with the Tetra Tech IDS HR team as needed. Key responsibilities include: participating in establishing recruitment strategies for home office, field and proposal  needs, establishing appropriate compensation levels for short and long-term personnel; negotiating employment agreements with home office and long-term overseas personnel; overseeing the management and accuracy of HR systems; acting as employment compliance officer for the company; ensuring employee inquiries are addressed: and establishing and maintaining appropriate HR policies for the company.

 

This position will be based in the Tetra Tech IDS San Francisco office.

 

Responsibilities:

Human Resource Management

* Develop, execute, and maintain HR policies and procedures in coordination with Tetra Tech IDS HR.

* Advise management in applying company policies including those governing performance management, discrimination, harassment, compensation and benefits.

* Manage, train and develop HR Specialist.

* Analyze and offer guidance on employee relations issues, benefits, and compensation for a home office and international staff.

* Deliver leadership and HR training programs for home office staff in coordination with directors and business and contracts management.

* Administer the annual performance evaluation process for all staff.

* Ensure annual performance review process for overseas employees is followed effectively and timely.

* Manage Tetra Tech IDS human resource records and reporting systems (personnel files and electronic record keeping, benefits, policy manual, evaluations and salary scales).

* Establish and maintain recruitment strategies for home office staff in coordination with hiring managers.

* Manage new hire orientation in coordination with the hiring managers.

* Manage Tetra Tech IDS employee benefit program, including annual enrollment, new hire enrollment, changes, corrections, and cancellations are processed timely and employee inquiries are addressed.

* Manage leaves of absence to ensure compliance with internal, state, and federal requirements.

* Manage, review, and establish appropriate salary and daily rates for long- and short-term personnel for home office, US Nationals, Third Country Nationals, and Cooperating Country Nationals.

* Manage rate negotiation on proposals and for employment agreements for long-term staff.

* Authorize the preparation and delivery of appropriate contractual documents regarding new hires, changes and terminations.

* Prepare ad hoc and regular management reports.

 

Compliance

* Ensure compliance with Tetra Tech and Tetra Tech IDS company policies as well as California and federal labor practices and laws.

* Ensure compliance with USAID (United States Agency for International Development) policies for USN and TCN employees and consultants.

* Manage the process for establishing salaries and allowances within company and donor guidelines for USN and TCN, and CCNs according to a Local Compensation plan during proposal phase and project start-ups in coordination with Tetra Tech HR.

* Oversee and update the Allowances Manual in coordination with Tetra Tech IDS HR and Contracts teams.

 

Qualifications:

* Minimum bachelor’s degree in human resource management, organizational development, or equivalent work experience.

* A minimum of 5+years of experience in human resources or related field.

* A minimum of 3+ years of supervisory experience preferred.

* Knowledge of California and Federal labor regulations (required)/ international employment laws (preferred).

* Proven experience with successful compensation planning and management.

* Excellent interpersonal, leadership and analytical skills.

* Ability to interact professionally with culturally diverse staff, clients, and consultants.

* Excellent written and oral communications skills.

* Ability to take initiative, work well under pressure, and work independently.

* Ability to motivate and empower others to reach organizational goals.

* Experience in providing advice and support to senior managers on strategic matters.

* Excellent knowledge of MS Word, Excel, Oracle.

* Familiarity with international development field and Tetra Tech IDS' core clients (including USAID, World Bank, US Department of State) preferred.

* SPHR or PHR certification preferred.

* Second language a plus.

* U.S. citizenship or a valid U.S. work permit is mandatory.
