Tetra Tech International Development Services is seeking an Electricity Sector Project Manager for the USAID-funded Development of Regional Energy Market Task Order (D-REM). This project seeks to develop the regional mechanisms needed to support investments in viable energy and infrastructure systems and will enhance energy security in the Europe and Eurasia Region. D-REM is focused on four technical components which will support the achievement of these aims: (I) Energy Sector Reform; (II) Energy Efficiency, Utility Management, and Environmental Resource Management; (III) Regional Energy Planning, Trade, and Energy Security and (IV) Renewable and Alternative Energy Sources.
Position will be based out of our Arlington, VA office, with limited international travel to project sites.
The successful candidate will work as part of Tetra Tech’s team of energy experts to support USG objectives of improving access to reliable and affordable clean energy; improving regulation and governance in the energy sector; demonstrating the use of innovative and more efficient technologies and business models; and assisting countries in Europe and Eurasia Region in making the transition to a low carbon development trajectory.
Position responsibilities:
* Implement and manage activities in the planning, design, development, and implementation of electricity projects in the D-REM project countries, focused on power generation, transmission and distribution.
* Carry out and lead the development of resource assessments, due diligence, feasibility studies, technology evaluations, market assessments, policy evaluations, and economic analyses in the electricity sector.
* Direct the development of capacity building efforts through training and workshops.
* Document and report on project activities, prepare position papers and technical review documents to assist in sharing project successes and lessons learned.
* Identify new clients and business opportunities, prepare proposals, take a lead role in project implementation, and manage client relationships.
* Perform other related duties as assigned.
Qualifications:
- Bachelor of Science degree in Engineering, Information Technology, Economics, Business or a related field required
- Minimum 20 years of professional experience and 5 years of work experience in the electricity sector
- Demonstrated understanding of the power system regulatory environment.
- Understanding of Electricity Market Rules.
- Demonstrated ability to appropriately prepare feasibility studies and reports including Annual Work Plans, Annual Reports, Technical Reports, Budgets, and reports on USAID indicators.
- Demonstrated ability to identify and resolve problems, including the ability to identify opportunities to improve systems and processes
- Excellent oral and written communication skills in English at level 5 of fluency.
- Comfortable engaging with diverse people, managing complex situations and building consensus.
- Proficient with MS Office package (Word, Excel, PowerPoint, Project).
- Must be willing to travel internationally to project locations.
Preferred:
- Well-developed interpersonal and communication skills including the ability to interact effectively with people of diverse cultures.
- Working with sub-contractors and leading small to medium size teams.
- Experience with USAID contracts.
- Experience working in any of the following countries: Romania, Bulgaria, Croatia, Bosnia and Herzegovina, Albania, Macedonia, Serbia, Montenegro, Ukraine, Georgia, Moldova, Kosovo, Turkey and Armenia.
