Contracts, Grants, and Procurement Specialist

Tetra Tech ARD (https://tetratechintdev.com), headquartered in Burlington, Vermont, is accepting expressions of interest from qualified candidates to join our Contracts, Grants and Procurement team.  This is an entry-level professional position that will be responsible for carrying out routine administrative activities that ensure smooth daily operation of the CGP Department and by extension project implementation teams. The CGP Specialist reports to the Director of CGP and is a member of the Contracts, Grants and Procurement unit which is part of Tetra Tech ARD’s Project Support Services Department. The CGP Specialist will be responsible for the administrative functions of the Department to ensure compliant contract, grant and procurement activities. We are looking for a candidate who enjoys working independently and in teams, has a strong work ethic and possess excellent judgment and discretion, and is passionate about the work our projects are doing. Patience and strong attention to detail are needed as the position requires oversight of a wide range of large and small tasks. 

Responsibilities:
* Support the updating of CGP files on the Tetra Tech ARD intranet and Project Implementation ToolBox;
* Follow up on assignment deadlines generated and managed by team;
* Carries out periodic project-related research as requested;
* Assists in the preparation of mandatory reporting to include: corporate Subcontractor Reporting Form (SF294); FSRS; SCR and Schedule J;
* Provides support to audit preparation and/or actual audits;
* Assists the Director of CGP with annual reviews and updates to CGP manuals, trainings and templates to reflect changes to internal Tetra Tech ARD policies and client regulations;
* Help facilitate trainings to increase the knowledge of USG rules and regulations and the basics of contract, grants and procurement;
* Review and route for approval US and TCN consultant agreements when issued from the home office and ensure necessary client approvals are secured;
* Reporting on federally funded sub-awards (FSRS, SAM, SCR etc.);
* Support the contract closeout process; 
* Maintain updated database of current and closed grant programs;
* Enter subcontracts into Tetra Linx;
* Procure and arrange shipment and delivery of commodities (start-up supplies) purchased from the HO on behalf of his/her assigned projects;
* Through-out the life of the project, procure software licenses, HHE storage, cloud storage, skype/satellite phone accounts for field offices, etc;
* Provide projects with instructions on how to pack office files to be shipped to the home office for storage;
* Communicates information in a way that demonstrates a basic understanding of development assistance work, Tetra Tech’s culture, values, and practices, and the specific scope and nature of project assignments;
* Participates in the recruitment process for new staff and assisting in interviews and reference checks.

Essential Qualifications and Competencies:

* Bachelor’s degree preferable, or 5 years of experience in a similar role;
* Willingness and interest to learn USG rules and regulations (FAR, AIDAR, DSSR, FAM, etc.);
* Ability to travel internationally up to 20% of time;
* Fluency in a second language in addition to English highly desirable;
* Proven capacity building and training skills;
* Proven track record facilitating solutions to complex problems;
* Excellent communication and interpersonal skills to service internal and external clients;
* Excellent information management skills, with very strong attention to detail;
* Strong administrative skills;
* Significant experience with computerized spreadsheets and word processing abilities;
* Ability to work under pressure and meet tight deadlines;
* Budgeting, financial, and auditing experience desirable;
* High level proficiency in MS Office applications and databases;
* Strong oral and written communication skills for diverse audiences;
* Demonstrated strengths in multitasking and teamwork across hierarchies;
* Comfortable working in a fast-paced and sometimes intense work environment;
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
