International Operations Specialist

Tetra Tech International Development Services is accepting expressions of interest from qualified candidates to join our Shared Services team. Under the supervision of Director of Shared Services the International Operations Specialist’s (IOS) primary responsibility is to ensure Tetra Tech IDS’s compliance with the legal registration requirements of host governments in all countries in which the company implements projects.  Compliance with in-country registration and de-registration, though often complex and bureaucratic, is a key aspect of successful operations throughout the life of all projects.  The IOS works closely with Tetra Tech Corporate International Administration and Project Management Teams on all registration needs.  The IOS will also work with the Business Development Unit and proposal teams working on proposals for countries where we do not have an existing registration.  S/he will investigate registration requirements so we are prepared to begin the process immediately upon a win.  

In accordance with the operational demands of Tetra Tech IDS, the IOS also provides an array of operational support to projects during startup, implementation and closeout assisting with administrative/financial demands and troubleshooting compliance issues. The IOS also provides support to the Internal Compliance Committee and the Senior Management Team in support of improving project management and reducing risk to the company.  The position involves occasional travel to field offices to carry out specific assignments that may be requested by Sector Directors, the Internal Compliance Committee, or the Senior Management team.

Responsibilities:
* Investigate registration requirements and identify local legal counsel that will facilitate registration;   
* Facilitate the in-country registration process by ordering necessary legal documents for registration of ARD, Inc. in the countries the project will operate while coordinating the process with Project Management Teams (PMTs), Start-up Specialists, COPs, Tetra Tech Corporate International Administration, and local lawyers as necessary;
* Facilitate obtaining legal documents and certifications for projects for opening bank accounts or to meet other operational and legal requirements;
* Work with PMTs and local legal and/or fiscal counsel to understand the host government’s fiscal regulation reporting requirements and ensure the field team understands the requirements;
* Make recommendation to maintain registration or deregister in countries where projects are closing;  
* Manage the deregistration process when it is determined there is no strategic advantage to maintain the registration;
* Coordinate with the Controllers’ department to ensure all registration reporting requirements are met, such as the filing annual financial statements and of zero income reports;
* Coordinate, collaborate and share information with Corporate Administration and other Tetra Tech Operating units regarding country registrations;
* Work with the Internal Compliance Committee to address project administrative and financial weaknesses identified through internal audits or on other special initiatives with the ICC;
* Assist a project to prepare for an external audit;
* Work with the Contracts, Grants and Procurement department and serve as audit coordinator for a project undergoing an external audit;
* Provide assistance to projects in the home or field office that need short term coverage due to home or medical leaves, staff turnover, etc;
* Serve as a member of a project Start-up or Close-out Team, focusing on administrative tasks, especially focusing on registration and legal issues.

Essential Qualifications and Competencies:
* Bachelor degree in relevant field, Master’s preferred;
* Minimum of 5 years’ project management experience with demonstrated operational expertise;
* Experience managing in-country registration for International Development Organizations preferred;
* Knowledge of in country legal registration requirements and alternatives;
* Excellent interpersonal and communication skills both written and oral;
* Demonstrated teamwork, leadership and problem solving skills;
* Excellent information management skills, with very strong attention to detail;
* Exposure to USG rules and regulations a plus;
* Ability to travel up to 20% of the time;
* High level proficiency in MS Office applications and databases
* Strong oral and written communication skills for diverse audiences;
* Demonstrated strengths in multitasking and teamwork across hierarchies;
* Comfortable working in a fast-paced and sometimes intense work environment;
* Fluency in English and speaking and reading proficiency in at least one foreign language is required;
* Ability to conduct frequent short-term international fieldwork in post conflict and developing countries;
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
