Human Resources/Operations Specialist, WASH-FIN

Tetra Tech ARD is accepting applications for a Human Resources and Operations Specialist (HR/Operations Specialist) to join its Water, Sanitation, and Hygiene Finance (WASH-FIN) Project based in Arlington, VA. WASH-FIN is a five year, $42M project that seeks to close infrastructure financing gaps to achieve universal access to water and sanitation services through sustainable and creditworthy business models, increased public funding and expanded market finance for infrastructure investment. The HR/Operations Specialist will play a vital role on the WASH-FIN core team by facilitating the successful recruitment, onboarding, recordkeeping and administration of the project’s international staff and consultants for approximately ten activity countries. The successful candidate will report to the WASH-FIN Chief of Party and be based in the project’s office in Arlington, Virginia.

Responsibilities:

Lead recruitment process for project implementation; set and reinforce milestones to keep the staffing process on track with an emphasis on in-country recruitment efforts in the project’s ten activity countries;

Coordinate salary research and strategy with technical teams to review budget restrictions and candidate salary expectations, with a strong focus on salary verification documentation;

Conduct or organize interviews, reference checks, and initiate backgrounds for shortlisted and finalist candidates;

Liaise with the Home Office HR team to ensure all EEO and AAP compliance and reporting requirements are met for US hires;

Conduct salary negotiations and communicate salary offer and employee benefits to selected candidates; and

Track candidates’ status, and format candidates’ CV and qualifications for USAID approval review.

* Support in developing, implementing, and reviewing all Human Resource initiatives, policies, and procedures, and communicate changes to field staff as necessary;

Work with the field offices (in approximately 8-10 countries) to administer employment contracts, benefits, paperwork, and orientations;

Ensure that employment contracts are developed and issued in compliance with local labor law (vetted with a local labor lawyer) and Tetra Tech internal policies for each country where the project is operating;

Coordinate performance evaluations and annual salary increases for project staff;

Provide oversight to ensure field compliance with employment contracts, local labor laws and company policy and help address employee concerns or other HR issues that may arise.

* Ensure that all employees stay up-to-date on policies, codes of conduct etc. and maintain effective personnel management records and files according to company policy;

Provide general office administration and additional administrative support as needed; and

Participate in updating of marketing materials, trainings, and knowledge management systems.

Qualifications

Minimum of a Bachelor’s degree in a social or natural science, or a field related to one of the firm’s practice areas; Master’s degree is a plus;

At least two years of recruitment or staffing-related experience (operations, organizational development, management, market research, or similar) with additional international project management experience strongly preferred;

Excellent intercultural communication skills;

International development interest and experience strongly preferred;

Outstanding social media skills and strategies, especially in professional applications;

Excellent information management skills, with very strong attention to detail and understanding of requirements;

Ability to organize work and perform independently while closely and appropriately coordinating with team members;

Excellent writing, analysis, and synthesis skills;

Fluency in a second language preferred;

High level of proficiency in MS Office applications and database management;

Must be comfortable working on concurrent projects and activities with poise and professionalism;

Must be an energetic, enthusiastic, and positive collaborative team player; and
