Operations Assistant, WASH-FIN

Tetra Tech ARD, headquartered in Burlington, Vermont is accepting applications from qualified candidates for the Operations Assistant (OA) role for the Water, Sanitation, and Hygiene Financing (WASH-FIN) program based in the Washington, D.C. area. WASH-FIN is a five year, ~$41M project that seeks to close infrastructure financing gaps to achieve universal access to water and sanitation services through sustainable and creditworthy business models, increased public funding, and expanded market finance for infrastructure investment.

                                                                                                                                                                 

WASH-FIN goals include increasing the number of people with access to a safely managed drinking water and/or sanitation services; strengthened capability of governments to track investments in WASH services; mobilized sustained and reliable finance to invest in improved WASH service delivery at the local level; and strengthened ability of USAID and development partners to understand, scale, and replicate successful approaches to WASH finance. The OA ensures the smooth and efficient operation of the program by coordinating administrative and logistical support. The OA will also support the program team in work plan development, information sharing and collection, and the preparation of reports, presentations, and other program materials.

 

The successful candidate will report to the WASH-FIN Operations Manager, and be based in the project’s office in Arlington, Virginia. Application deadline is COB, Thursday, October 26, 2017.

Responsibilities
* Lead the recruitment and documentation of the candidacies of consultants and local staff, as well as the development of field office HR policies and compliance with USAID, Tetra Tech, and local country regulations;
* Work with the project management team and internal stakeholders to ensure the project complies with USAID and Tetra Tech Policies and procedures;
* Review and update project manuals for each country of operation;
* Maintain print and electronic operations files, technical reports, contract deliverables, and others as required according to the filing policy;
* Help coordinate and support field staff travel, lodging, meeting logistics, activities, long- and short-term field missions; training events for USAID, host country governments and local stakeholders; and event organization;
* Help coordinate, facilitate, create schedules and agendas, as well as distribute notes on work planning meetings and other relevant events as necessary;
* Draft USAID requests for approval as well as statements of work;
* Manage the office inventory; and
* Manage the office’s supplies and place orders with vendors as necessary.

Qualifications

* Bachelor’s degree in business administration, international development, international relations, or other related field (Master’s degree preferred);
* Minimum 2 years of experience in administrative and logistical support to complex international development programs;
* Prior experience with and knowledge of USAID and USG regulations, administration, management, reporting procedures and systems;
* Outstanding intercultural competencies and interpersonal communication skills;
* Ability to organize work and perform independently while closely and appropriately coordinating with team members;
* Professional proficiency in French is strongly preferred;
* Excellent writing, analysis, and synthesis skills;
* High level of proficiency in MS Office applications and database management;
* Must be comfortable working on concurrent projects and activities with poise and professionalism;
* Must be an energetic, enthusiastic, and positive collaborative team player; and
* U.S. citizenship or a valid U.S. work permit is absolutely mandatory.
