United Nations Police (UNPOL) Crowd Control Advisor

Tetra Tech International Development Services, headquartered in Arlington, VA is seeking an experienced United Nations Police (UNPOL) Crowd Control Advisor for a government client. The position will be based in Haiti.

The Crowd Control Advisor will ensure all personnel demonstrate competent leadership, regardless of rank. The Advisor will assist the Haitian National Police (HNP) crowd control units to develop effective, accountable, organized, and decisive leaders.  S/he will ensure all leaders delegate appropriately, provide clear direction, and lead by example. The advisor will emphasize that leadership at critical incidents should be guided by the HNP’s policies, procedures, and the law.  The incumbent will also help to establish a clear command structure during an incident utilizing the concept of “Unity of command”. The Crowd Control Advisor will act as police advisor for the HNP Unité Départementale pour le Maintien de l'Ordre (UDMO) Units in the HNP crowd control units on issues related to crowd control and in the management and supervision of the UDMO.
 
The Crowd Control Advisor duties also shall include, but not be limited to:
  • Advise on Crowd control and Public Order matters
  • Assist in capacity building of the HNP to perform all functions within assigned area of responsibility
  • Plan and organize, in liaison with the United Nations Formed Police Unit (FPU) coordinator and various HNP departments, combined exercises with HNP crowd control units
  • Advise in Human Rights and in gender mainstreaming and ensuring the equal participation of women and men in all activities
  • Other duties as assigned

 

Qualifications
  • Bachelor’s degree in criminal justice/law enforcement or related field; an advanced degree; or law enforcement command training through FBI, PERF, SPI, Northwestern or equivalent
  • 10 years of progressively responsible experience in police management and supervision, visionary skills and ability to form strong partnerships in a diverse culture within a full-service U.S. federal, state, municipal or county police agency
  • Relevant experience using the Incident Command System (ICS) as a basis to structure a law enforcement response to crowd management events
  • 2 years of experience at the rank of Lieutenant or equivalent (experience at the rank of Sergeant or equivalent at major metropolitan departments will be considered (i.e. NYPD, etc.))
  • Experience in commanding public order management operations, coordination of FPU either at HQ or departmental level where FPU personnel are deployed
  • Proven skills on crowd control and management of major events
  • Relevant experience in planning joint public order operations including coordination and execution
  • Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation
  • Ability to possess/maintain Minimum Risk Public Trust (MRPT) certification
  • Expertise in Microsoft Office (Word, Excel and PowerPoint)
  • Proficiency in English, Haitian Creole and/or French
 
Preferred Qualifications:
  • Overseas experience in senior level position on an international police assistance mission
