Special Advisor on HNP Counter Narcotics (BLTS)

PRO-telligent, A TetraTech Company, is seeking an experienced 
Special Advisor on HNP Counter Narcotics (BLTS) for a government client.  The position will be based in Haiti.

The advisor shall provide useful advice and sound management guidance to the head of the HNP Counter Narcotics Unit (BLTS) and help him/her meet lawful objectives and to facilitate meetings and information flow to and from the Director General of the HNP, the Minister of Justice, Inspectorate staff, and other Haitian government personnel as appropriate.  The advisor shall coordinate all activities with the INL Haiti Director, attend regular meetings at the Embassy with the INL Haiti Director, and be responsible for preparing a written monthly report, which not only details activities undertaken, but provides an assessment of challenges and successes relating to the work of the BLTS.

General Responsibilities

·       Work with INL Haiti, the Embassy Police Advisors in Port-au-Prince, the US Embassy Drug Enforcement Administration Office, MINUSTAH, and with the Haitian Government, to identify assistance projects relating to counter Narcotics operations.

·       Prepare concise and accurate records and reports; Keeps INL Washington/INL HAITI regularly informed of programmatic and political developments

·       Assist HNP leadership to design and implement administrative structures and processes which improve the systems and processes for information flow and control for the BLTS.

·       Review plans, agreements and official correspondence for the BLTS and provide advice and guidance.

·       Facilitate communication and direct interface between the BLTS and the United States Embassy.

·       Maintains extensive knowledge of BLTS operations  

·       Provide programmatic guidance and analysis of developments in the (BLTS) to the U.S. Embassy Mission and INL Washington. 

Requirements:

·       Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third country nationals)

·       Unblemished background

·       Excellent health and be able to pass requisite physical, medical and psychological tests

·       Valid U.S. passport (for non – U.S. citizens, valid passport from their country of citizenship)

·       Negotiating, interpersonal and leadership skills.

·       The ability and willingness to train other individual in their area of expertise.

·       Bachelor’s Degree or higher is required.

·       On active duty or retired from a bonafide police department, sheriff’s department, or federal drug enforcement agency.   

·       Bachelor’s degree or equivalent experience, and a minimum of ten years’ law enforcement experience, at least 10 years of which are experience in U.S. counter Narcotics operations, management, organizational development, planning, and/or training, 2               years of which must have been at the rank of lieutenant (or equivalent) or higher.

·       English and Creole language proficiency, both written and spoken is required; French is highly desirable.

·       Strong demonstrated analytical skills and hands-on experience in case investigations of financial crimes, corruption or money-laundering. 

·       Willingness and capability to work in a fluid environment, and under challenging circumstances.

·       In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at a command level or equivalent to at least the GS-14 level.

·       Good working knowledge of Microsoft Office Suite and experience using Internet resources to conduct research.
