WATER RESOURCES AND INFRASTRUCTURE STAFF ASSOCIATE

Tetra Tech ARD is accepting expressions of interest for a Staff Associate in our Water Resources and Infrastructure (WRI) Sector at our headquarters in Burlington, Vermont. The WRI Sector assists governments, civil society organizations and communities in developing countries to improve policies and practices essential to the provision of effective water resources management, water supply, sanitation and hygiene (WASH) and municipal infrastructure services programming. The successful candidate will work closely with the Sector Director on new business development and the administration and management of USAID-funded development projects. It is essential that candidates demonstrate previous experience in a WRI technical area and proficiency with contract management, new business development and proposal writing in the field of international development.

 

Responsibilities:

* Provide day-to-day home office support to project implementation, with a focus on financial management and ensuring compliance with US Government regulations, and Tetra Tech policies and procedures;

* Support new business development and marketing efforts for the Sector and the company;

* Assist in all aspects of proposal preparation;

* Provide technical assistance to field projects through short-term international assignments or in a home office advisory capacity; and,

* Assist Sector Director with management of WRI Sector and coordination with other Tetra Tech companies in new business development and project implementation. 

 

Qualifications:

* Minimum of Bachelor’s degree (Master’s degree preferred) in civil engineering, water resources management, environmental or development economics, or a related field;

* Minimum of 3 to 5 years of relevant professional experience, preferably with at least two years of overseas experience in developing countries, with strong client, supervisor and peer recommendations;

* Demonstrated excellence and qualifications in a technical area or areas directly relevant to the WRI sector: water supply, sanitation and hygiene; integrated water resource management; agriculture water management and irrigation; project finance; or utility management and operations;

* Direct experience with implementation of USAID-funded projects and solid understanding of USAID contracting and grants mechanisms, rules and regulations;

* Experience with budget development, review and monitoring, including thorough familiarity with standard budgeting tools such as Excel;

* Excellent writing skills and previous successful experience in proposal development;

* Self-motivated and able to work with minimal guidance to achieve results;

* Strong cross-cultural relations and inter-personal communication skills;

* Demonstrated ability to multi-task in a high pressure work environment and work well in multi-disciplinary teams;

* Position requires international travel (30-40%), including to conflict and post-conflict countries;

* Professional proficiency in at least one foreign language (preferred languages include French, Arabic and Spanish);

* High level proficiency in MS Office applications; and

* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
