Deputy Chief of Party for the Market Systems Transformed Activity

Tetra Tech International Development is currently accepting expressions of interest from qualified senior-level candidates for a Deputy Chief of Party (DCOP) position on an anticipated five-year USAID-funded the Market Systems Transformed activity in Uzbekistan. The purpose of this activity is to achieve sustainable and inclusive economic growth by strengthening businesses and the business-enabling environment in targeted sectors, while addressing the barriers faced by women, youth, and underrepresented groups.

 

The Deputy Chief of Party is responsible for helping the Chief of Party to meet the activity’s technical objectives, manage financial resources, manage program staff, manage partnering agreements, maintain good working relationships with host government officials, private sector, and partners, manage donor reporting and ensure a high-quality delivery of services. This position will be based in Tashkent, Uzbekistan.

 

Responsibilities:

*Assist the Chief of Party in all aspects of the activity implementation, including leadership, *technical direction, and management oversight for project activities and results.

Manage day-to-day technical activities, ensuring that results are achieved on schedule and in line with USAID expectations.

*Maintain frequent communication with and be the primary technical contact for government officials and counterparts.

*Assist in the preparation of all required USAID reports and deliverables including annual work plans and reports, and all periodic project progress reports.

*Serve as acting chief of party when chief of party is on leave or away from post.

 

 

Qualifications:

*A master’s degree or equivalent in a relevant field such as economics, international relations, public administration, law, or environmental studies is required; or, a bachelor’s degree with at least 7 years of professional experience and six years of supervisory.

*Minimum 5 years of progressively responsible work experience in leading international donor-supported programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID and in Central Asia and Eastern Europe.

*Experience in private sector development and in improving the business enabling environment in Uzbekistan.

*Prior experience in the development of green economy sub sectors and mobilizing private finance and access to credit are highly preferred.

*Demonstrated ability to work in a rapidly evolving environment and shifting local partners, and multiple competing priorities.

*Extensive experience working with host government officials and participating in key counterpart, donor, and USAID coordination meetings.

*Strong managerial, administrative, writing, and monitoring and evaluation (M&E) skills and Proven training and facilitation skills.

*Fluency speaking, reading, and writing in English, Russian, and Uzbek are highly preferred;

*Demonstrated leadership, versatility, and integrity.
