Grants Specialist for Clean Cities Blue Ocean Project

The USAID-funded Clean Cities Blue Ocean (CCBO) project in the USA, implemented by Tetra Tech International Development, is currently accepting expressions of interest for Grants Specialist. This position will be located in Colombo, Sri Lanka.

 

The Grants Specialist will be responsible for management and oversight of the grants management functions of the CCBO programs in Sri Lanka/Maldives.

 

Responsibilities:

Under the overall supervision of the Country Director and in direct coordination with the Home Office

Grant Specialist will carry out the following in his/her assigned portfolio of grants:

 

*Review the Grant Manual, templates and USAID regulations to ensure Sri Lanka and the Maldives grants are implemented compliantly and provide suggestions for updates to the templates as necessary;

*Assist in the development of solicitations. Receive and log applications that are received, ensuring they meet the basic criteria and deadlines.

*Facilitate the Review and Evaluation Committee (REC) process by preparing score sheets, circulating applications to REC members, taking notes and alerting applicants of the status of their application;

*Lead all pre-award due diligence requirements including the pre-award survey and cost analysis of the budget;

*Coordinate closely with the technical manager on technical and financial negotiations, the Finance Specialist on the reasonableness of the budget, as well as the M&E Specialist on identifying CCBO indicators that will be achieved;

*Prepare grant packages to send to the Grant Manager and Chief of Party for review, including negotiation Memo, Budget with notes, pre-award survey and other documents, and a draft Grant Agreement;

*Track the administrative and financial progress of grants in coordination with the Country Director and report progress to the Grant Manager and DCOP for Finance & Operations;

*Regularly update grant projections and financial progress in a shared grant tracker;

*Manage all grant-related information to ensure that the files are compliant, up to date and maintained by following established filing policies;

*Receive technical, monitoring, and financial reports and distribute to appropriate staff for review. Call meetings if necessary, to ensure successful progress from all sides and assist with processing of payments, as needed;

*Regularly review Grant Agreements for the achievement of milestones, burn-rate, compliance with applicable USAID regulations, and assist the grantees in preparing for closeout;

*Performs other duties as assigned by the Country Director or Grant Manager to support CCBO program objectives.

 

Qualifications:

*Bachelor’s degree, Masters preferred, in relevant field such as international development or affairs, business administration, finance, etc.

*At least 4 years’ experience managing grants, USAID experience preferred

*Knowledge of USAID rules and regulations

*Ability to travel within Sri Lanka and the Maldives up to 40% of the time

*Fluency in Tamil and/or Sinhala language (both are preferred) and advanced proficiency in speaking and writing in English

*Proven capacity building and training skills

*Proven track record facilitating solutions to problems

*Excellent project and information management skills

*Excellent communication and teamwork skills

*Ability to work under pressure and meet tight deadlines.

*Budgeting, financial, and auditing experience desirable.

*Must be comfortable working in a fast paced and sometimes intense work environment.

*High level proficiency of MS-Office applications and databases.
