Chief of Party for Water Efficiency and Conservation Activity

Tetra Tech International Development Services is hiring for a Chief of Party of the 5- USAID Jordan Water Efficiency and Conservation (WEC) Activity.  This $35 million, 5-year project is in its start-up phase. The Chief of Party position is open immediately and is based in Amman, Jordan.

  

The objective of the WEC Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, municipal and industrial sectors and strengthening the government of Jordan’s governance over irrigated agriculture. Using a market-based approach to strengthen supply and demand, the Activity will expand on methods to disseminate innovative technologies to increase agricultural water use efficiency by facilitating activities that target systemic changes.

 

Responsibilities:

* Provide overall management and implementation of the activity and serve as the primary point of contact with USAID/Jordan.

* Provide overall technical and management leadership for the activity, and supervise expatriate and local teams;

* Guide day-to-day project implementation and ensure timely delivery of relevant, high-quality and impactful services.

* Develop strategic objectives and ensure project compliance with USAID regulations;

* Manage the activity’s implementation, including overall responsibility for personnel and efficient budgeting and financial management

* Provide technical expertise, and oversee technical activities to ensure the project is meeting the results defined in the contract;

* Evaluate and document activity progress and facilitate dissemination and uptake of lessons learned;

* Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

 

Qualifications:

*Bachelor's degree or equivalent in a relevant field is required; a Master's degree or equivalent is preferred.

*Minimum of 10 years of professional experience in the design and management of international development projects of a similar budget and level of complexity related to water and other natural resources.

*At least 5 years of experience in the water sector in a leadership role, preferably in the governance of water resources and water demand management and conservation.

*Field-based experience successfully leading large, multi-year projects funded by USAID or other donors.

*Demonstrated professional experience and technical skills related to the water sector, and management skills, communication, presentation, teamwork, and interpersonal skills. 

*Demonstrate intellectual leadership and the management skills necessary to develop, articulate, and implement the vision for this activity.

*Demonstrate the ability to build networks that can provide synergies and sustainable solutions, including leading coordination and interaction with a range of senior government officials and counterpart agencies and with non-government stakeholders.

*Experience working in Jordan or the middle east is highly desired.

*Fluent in spoken and written English. Functional capacity or higher in Arabic highly desired.
