Social Accountability and Citizen Engagement Expert for Local Governance Assistance Activity

Tetra Tech International Development is currently accepting expressions of interest from qualified senior-level candidates for a Social Accountability and Citizen Engagement Expert (SACEE) position to support a potential 5-year USAID-funded Local Governance Activity in Bosnia and Herzegovina. The activity aims at supporting municipalities in enhancing their capacities to deliver transparent, efficient, and accountable public services. This activity will be based in Sarajevo.

 

Responsibilities:

*Lead collaboration with Mjesna Zajednica, community-based and civil society organizations, citizens groups and business leaders to enhance public participation and social accountability. 

*Facilitate local government-citizen consultative processes and support local government units to institute/strengthen mechanisms and processes to track citizens’ satisfaction and respond to their priorities. 

*Oversee development and delivery of training, coaching, and learning activities that build local government units’ capacity in public outreach and communication and increase citizens’ active and constructive engagement in local policy- and decision-making. 

*Oversee tailoring and harnessing of available technologies for effective local government units-citizen digital communication and exchange. 

*Report to Chief of Party and supervise Public Participation Specialist and roster of specialized short-term technical assistants’ experts. 

 

Qualifications:

*Bachelor’s degree in political science, sociology, law, or relevant field; master’s degree preferred.

*Minimum five (5) years as Component Lead or Senior Expert on an international development project focused all or in part at the community or local level, with accountability, communications, and/or governance strengthening experience.

*Demonstrated knowledge and experience in training and coaching public officials in community outreach and engagement; facilitating citizens’ participation in local governance; designing and implementing a variety of approaches to promote active learning, communication, and public dialogue through events, activities, digital tools and on-line platforms.

*Experience in engaging women, youth or other often marginalized groups as full participants in international project activities.

*Demonstrated analytical, writing, and training skills.

*Demonstrated understanding of general monitoring and evaluation practices.

*Demonstrated leadership, versatility and integrity, ability to manage a team, work collaboratively with colleagues and partners, and maintain strong contacts and positive relationships with project stakeholders.

*Excellent interpersonal and communication skills, as well as cultural and political sensitivity.

*Demonstrated experience in supervising projects, staff and budgets.

*Fluent in Bosnian and strong written and oral English required.

*Ability to work in Bosnia required.
