IT Department Manager

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for an IT Department Manager. In coordination with Tetra Tech’s global technology team, the IT Department Manager services the technology needs of one Tetra Tech operating unit with headquarter offices in Arlington, VA and Burlington, VT. The successful candidate for this position would preferably be based in Burlington, VT.

 

ROLE OVERVIEW

The IT Department Manager reports to the President of Tetra Tech ARD on a day-to-day basis with technical oversight and close coordination with Tetra Tech’s Vice President for Global Development Services Technology.

 

The focus of this role is on Technology Operations, but the successful applicant will participate heavily in the process of continuously improving service delivery by supporting the identification, piloting and implementation of changes to the field office technology suite as well as new products and services in response to changing business needs.  This role is hands-on and not limited to management. The successful applicant will be willing and able to participate in identifying, resolving and most importantly, preventing technology problems across the operating unit’s Headquarters and field offices.

 

The IT Department Manager also supports Tetra Tech’s global technology team comprised of over 80 staff across 10 countries which handles core infrastructure, operations, and business systems across all Tetra Tech operating units.  The IT Department Manager advises this global technology team in addressing challenges of project-based work in developing countries to ensure that Tetra Tech’s technology support to operating units dedicated to international development is continuously improving.

 

Responsibilities:

The general responsibilities of the IT Manager include but are not limited to the following:

 

Headquarters Technology Operations

*Manages a small team of 3-5 individuals.  

*Work closely with the operating unit’s President to develop and manage departmental work plan and budget.

*Support project implementation teams with IT/KM needs, research, internet-based applications, and content management and library systems where such systems or services will contribute to achieving project objectives.

*Infrastructure

* Manage tier 1 and tier 2 support for staff in Burlington and Arlington

* Manage tier 2 support for project staff

* Coordinate with Enterprise Technical teams to resolve infrastructure planning and issues as well as on the procurement and deployment of hardware and software in the US-based offices

 

Field Office Technology Operations

*Technology staff in Field Offices generally report day-to-day to the manager of the field office or are third party contractors. The IT Department Manager provides technical oversight and direction to their activities and identify, interview, select and manage these staff. 

*Provide support during the establishment of field offices in new countries of operation

*Ensure the appropriate application of Tetra Tech Global Development Services technology standards, processes, and policy

*Manage policy exception requests to tailor support to unique needs presented in the field

*Assist field teams in identifying technologies to support project objectives, including hardware, software, and cloud services

 

Other Duties

*Manage technology support and software development contractors

*Support New Business Development by participating in proposal development and costing

*Support procurement, delivery, and installation of information and communications technology equipment in the home office and the field.

*Establish and promote culture of knowledge sharing

 

Qualifications:

*10 years’ experience in information Technology roles on both large and small teams.

*Minimum 5 years’ experience managing Information Technology staff

*Bachelor’s degree related to technology or Tetra Tech International Development’s technical focus areas

*Excellent ability to communicate with non-technical audiences, including non-native English speakers

*Experience in IT organizations with structured ITSM approaches

*Exceptional time-management, organizational, and technology skills

*Experience providing effective policy guidance on business process change regarding technology applications

*Ability to legally work in the US without employer sponsorship.

 

 

Preferred:

*International work experience, especially in developing countries including multi-cultural work situations 

*Experience with international development or nature conservation organizations

*Experience with matrix management structures (both with own management and subordinates)

*Experience with US Government contractors, especially USAID and exposure to USG procurement regulations

*Experience, knowledge, or certification in ITIL processes and/or project management (Agile, PMP, PRINCE2)

*Additional language skills a plus – especially Spanish, French, Portuguese, or Arabic
