Deputy Chief of Party Technical for Liberia Good Governance Activity

 

 

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party (DCOP) -Technical position on an anticipated USAID-funded program in Liberia. The goal of this activity is to improve the capacities of targeted Government of Liberia ministries and commissions, and local governments to formulate and administer sound tax policies, improve budget transparency, deepen decentralization, and deliver quality services at the sub-national level. This will be achieved by improving the capacity of the Government of Liberia to mobilize domestic revenue; supporting the Government of Liberia to improve budget transparency; capacitating local governments to improve local development and service delivery; and supporting solid waste management initiatives, such as landfill implementation.

 

Responsibilities:

The DCOP-Technical will be the principle point of contact in Liberia for procedural and substantive matters. The DCOP-Technical will coordinate and support technical aspects of contract management and implementation. S/he will be responsible for ensuring appropriate collaboration with stakeholders across objectives.

 

The DCOP-Technical’s primary responsibilities are aimed at supporting the Chief of Party in management and implementation of all program aspects and contributing to the development of technical activities and assignments. This individual will be expected to drive collaboration across technical teams and serve as Acting Chief of Party as needed. S/he will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments. This is anticipated to be a full-time position based in Monrovia.

 

Qualifications:

* Bachelor’s degree or higher in political science, international relations, civic engagement, or a related field;

* At least seven (7) years of demonstrated, progressively responsible experience in the successful implementation of service delivery, decentralization, public financial management, private sector engagement, civil society mobilization, and/or institutional capacity building programs;

* Exceptional managerial skills and demonstrated experience in managing donor-funded projects of similar size and scope; USAID/USG experience preferred;

* Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, civil society, and the private sector;

* Familiarization with decentralization, service delivery, and policy and governance reform in Liberia;

* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues;

* Proven experience navigating complex and high-pressure operating environments;

* Proficiency in written and spoke English is required.
