Deputy Chief of Party Technical for Generating Equity Program

The USAID-funded Generating Equity Program, implemented by Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party (DCOP) Technical position. This is a five-year program based in Bogotá, Colombia. This position will be located in the main office in Bogotá.

 

The Generating Equity Program/Programa de Generando Equidad works with the private, public, and civil society sectors to create economic opportunities for women; to positively transform gender norms and roles; and to improve the implementation of equity policies and strengthen services for victims of gender-based violence (GBV), while supporting USAID programming in Development Programs with a Territorial Focus (PDET) municipalities.

 

Responsibilities:  

Working under the direction of the Chief of Party (COP) and in collaboration with Generating Equity technical and operations staff, the Deputy Chief of Party (DCOP) Technical will be directly responsible for leading the implementation of a work plan through gender and intersectionality lenses and the timely delivery of quality technical assistance, interventions, and deliverables to support program implementation.  

 

The DCOP-Technical leads technical design, work planning, coordination, and integration across all thematic areas and works with the COP to develop an actionable, integrated program strategy prioritizing gender and historically underrepresented populations across Generating Equity activities. The DCOP Technical manages all activities of the Technical Assistance Group (TAG) and regional offices, with special attention to historically underrepresented groups and capacity building for institutions serving these groups. The DCOP Technical works with technical leads and the DCOP-Operations to identify potential private sector partners, mobilize public private partnerships, and develop strategies to engage key local institutions and civil society to promote objectives. With frequent travel between Bogotá and the regional offices, the DCOP-Technical will coordinate tasks, provide technical assistance, and align or tailor technical programming and lead work planning processes for Generating Equity. The DCOP Technical will leverage a vast network of key institutional stakeholders and private sector relationships to garner support and buy-in for Program initiatives and efforts. The DCOP Technical supervises the Technical Assistance Group and Regional Managers and works with the Analytics and Learning Team and DCOP-Operations to streamline evidence building and inform Collaborating Learning and Adapting (CLA) and quality assurance. The DCOP Technical coordinates with the DCOP-Operations and COP to formulate a Grants Under Contract strategy and identify potential grantees and works with Regional Managers to oversee grantee activities. Serves as acting COP when needed. 

 

Qualifications: 

* Master’s (MA) degree and 10 years of experience or Bachelor’s (BA) degree and 15 years of experience. 

* 3–5 years of supervisory and/or management experience. Demonstrated engagement with Government of Colombia stakeholders in gender and inclusion, directly managing programs, policy reforms, and capacity building. Success leveraging private sector partnerships. 

* At least 10 years of experience in a similar role supporting gender, historically underrepresented populations, and youth to promote women’s equity and empowerment, especially in PDET areas of Colombia. Demonstrated success implementing USAID programs preferred. 

* Track record of building national, regional, and/or local capacity of institutional stakeholders, civil society, and public agencies to advance women’s empowerment and inclusion and/or reduce GBV. 

*Technical knowledge and expertise in gender and intersectional approaches to implement development programs. 

* Advanced Spanish proficiency.
