Monitoring, Evaluation, and Learning Manager for MuniWASH

The USAID-funded Municipal Water, Sanitation, and Hygiene Activity (MuniWASH) in Benin, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Monitoring, Evaluation, and Learning Manager (MEL). This position will be located in the office in Cotonou.

 

The MEL Manager will be responsible for developing, updating, and tracking performance against the project MEL plan. This includes oversight to baseline data collection, data cleaning and analysis, data quality assessments, reporting to USAID, and supporting the senior management team in project performance assessment and learning. The MEL Manager will provide on-site monitoring, oversight, and accountability of program activities through collection of indicator data and analysis of activity progress. The Benin-based MEL Manager is responsible for the overall data collection for the activity in Benin. She/ He will work with the MEL Manager based in Cote d’Ivoire for ensuring the implementation of the monitoring and evaluation during the project cycle.

 

Responsibilities:

 

Data Collection

* Ensure that data from field-based activities, grantees, sub-contractors and secondary data are input into an established project database in a timely, effective and efficient process, and are accurate, correct and reliable;

* Conduct on-site monitoring of program activities collecting both qualitative and quantitative data;

* Conduct routine spot checks to ensure data have been accurately collected from program beneficiaries;

* As required, participate in client-directed data quality assessment (DQA) and preparation of report(s); and

* Verify program results with supporting documentation, photographs, and success stories (with direct quotes from program beneficiaries), in collaboration with the Communications Specialist. All supporting documentation must be properly labeled and archived.

 

Data Input

* Ensure the timely and accurate input of program data into the program’s Management Information System (MIS); and

* Assist in the generation of reports, graphics, maps, and other visual tools/aids that support program activities and results.

 

M&E Training

* Provide formal training to grantees, partners, and other relevant stakeholders on the project’s state of the art MEL systems, policies, procedures, templates, and forms;

* Provide informal training as necessary;

* Conduct staff training on such topics as the activity’s indicators, targeting, and data collection methods; and 

* Assist the COP with client (USAID), stakeholder, and key decision-maker trainings and presentation on the project’s activities and results.

 

Specialist Studies and Assessments

* Assist in the development of annual and LOP work plans;

* Assist in providing concise, summarized reporting against indicators for quarterly and annual progress reports; and

* Develop special quick assessments to confirm data or provide contextual information on performance.

 

Other

* Lead the team in internal learning activities throughout the project life cycle; and

* Perform other tasks as assigned by the Chief of Party or Knowledge Sharing & Learning Advisor.

 

Qualifications:

* A Bachelor’s Degree in a related field; Master’s degree preferred.

* Must have at least 5-10 years of experience in international development. Deep familiarity with MEL systems, including tracking and analyzing indicator data. USAID experience is preferred.

* Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.) with experience in design and data collection using web forms (such as ODK, KoBo, ONA, etc.).

* Strong knowledge of data management and MEL tools required.

* Ability to review large amounts of information and synthesize into concise reports or presentations.

* Fluency in written and spoken French is required; proficiency in English is preferred.
