Senior Monitoring, Evaluation, and Learning for SuFiA TS Activity (Remote)

The USAID-funded Specialist for Sustainable Fish Asia Technical Support (SuFiA TS) Activity, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Senior MEL Specialist. This is a four-year regional program based in Bangkok, Thailand. This position will be located in the main office in Bangkok or remotely in the employee’s country of residence.

 

The Senior MEL Specialist will report to the Chief of Party and will lead on all MEL and collaborating, learning, and adapting (CLA) related activities and product development. A strong coordinator and supervisor, the MEL Specialist will work with regional teams to ensure the successful implementation of all project monitoring and evaluation (M&E) and collaborating, learning, and adapting activities (CLA). A key aspect of this position is designing and leading M&E and CLA capacity building services for regional partners throughout the Indo-Pacific. This is a long-term position (four-year contract) based in Bangkok, Thailand or remotely in the employee’s country of residence.

 

Responsibilities:

* Lead SuFiA TS’ clear and comprehensive CLA approach that allows for real-time performance feedback for Activity adaptive management.

* Assessment of the most appropriate and cost-effective methods for data collection, including ensuring activities are designed to achieve target indicators and align with the Theory of Change (TOC).

* In coordination with USAID and regional partner organizations, lead the design and implementation of capacity building efforts that strengthen regional M&E and CLA, including through training events and of regional partner staff.

* Engage all SuFiA TS partners and stakeholders to develop CLA strategies and approaches (i.e., learning agendas, adaptive planning, etc.).

* Engage all SuFiA TS partners and stakeholders during MEL plan development implementation, and revision, working with the SuFiA TS technical team, regional partners, and USAID to manage SuFiA TS periodic data collection and indicator measurement to track Activity progress.

* Liaise with regional experts to integrate Gender, Youth, and Social Inclusion (GYSI) and other critical considerations appropriately into tasks.

* Facilitate periodic pause and reflect sessions with USAID/RDMA using the CLA process to review data and refine the project’s TOC, results chains, and learning questions.

 

Qualifications:

* Advanced Degree in relevant field, Master’s Preferred.

* A robust background in CLA and MEL data collection and reporting for donor-funded projects, ideally at a regional level in the Indo-Pacific. Previous USAID experience preferred.

* At least five years of demonstrated experience at mid to senior-level or equivalent work experience in MEL for development projects which include TOC and logic model development (ideally including results chains), indicators selection, designing tools and strategies for data collection, analysis, and reports preparation.

* Experience designing and leading capacity building efforts and/or training workshops, preferably relating to M&E and/or CLA skills and knowledge.

* Strong facilitation experience to facilitate problem analysis, TOC development, annual review, work planning, project evaluation, and learning activities.

* Experience in integrating gender, youth, and social inclusion contexts into monitoring, evaluation, and learning activities is a strong plus.

* Supervisory and or management work experience including 1) direct supervision of professional and support staff, 2) quality evaluation of staff performance and deliverables and 3) capacity building and coaching/mentoring experience, ideally including at a regional level.

* Strong written and oral English communication skills.
