Grants Manager for Gender Based Violence Prevention and Response Program

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Grants Manager position on a USAID-funded program in Guatemala. The proposed activity aims to support women, children, adolescents and other vulnerable groups who are victims of gender-based violence and intrafamily violence in targeted communities with high rates of violence and out-migration to the United States.

 

This will be a long-term position for five years based in Guatemala City, Guatemala. Guatemalan citizens are strongly encouraged to apply.

 

Responsibilities:

* Manage the project's Grants Under Contract (GUC) portfolio, and ensure compliance with GUC administration policies and procedures of Tetra Tech and USAID.

* Define and manage the grant application (RFA/APS) and selection processes in collaboration with technical staff and in accordance with Tetra Tech and USAID   policies and procedures.

* Develop and issue solicitations, and monitor the collection of  grantee applications. Prepare grant award and modification packages in accordance with   Tetra Tech ARD and USAID policies and procedures.

* Convene and facilitate Review and Evaluation Committee (REC) sessions, ensure there are no conflicts of interest (COI) between the REC members and the  grantee, and notify applicants of the results of the REC.

*Oversee all pre-award due diligence requirements including the pre-award survey and cost analysis of the budget.

* Ensure all certifications are signed, database searches on file, and database registrations complete in accordance with the Grant Manual.

* Support project implementation by providing resources, tools, and solutions to complex grants regulatory challenges.

* Monitor and manage the finances of the grants in coordination with the Chief of Party and Finance Manager.

* Strengthen the capacity of the GBV personnel and grantees in the administration of the GUCs.

* Maintain current knowledge of the rules and regulations of the United States Government (FAR, AIDAR, ADS, CFR).

* Closeout grants in accordance with Tetra Tech and USAID grants management policies and procedures.

* Perform other assigned tasks to support project goals.

 

 Qualifications:

* Bachelor’s degree in a social, financial, business administration, development, or other relevant discipline.

* At least five years of senior management experience in the administration of sub-grants and/or sub-contracts for international development projects. Previous experience managing grants under contract for USAID-financed projects strongly preferred.

* Experience working with Guatemalan civil society or private sector associations on issues related to development, governance, and accountability.

* Professional fluency in Spanish and English.

* Experience with USG or international procurement policies and regulations is highly desirable.

* A Guatemalan national is preferred.
