Technical Specialists for Sustainable, Transformational and Accessible Water Interventions (STAWI)

 

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for various potential Technical Specialist positions (Water Resources Governance, Water Utilities Strengthening, Water Productivity, Collaboration Learning and Adaptation, and Monitoring and Evaluation) on a USAID-funded program in Kenya.

 

The anticipated five-year USAID-funded STAWI Activity will seek to improve water security in target counties in northern (Turkana, Marsabit, Samburu, Isiolo, Wajir, Garissa) and southeastern (Taita Taveta, Makueni, Kitui) Kenya by working closely with county governments and water service providers. The anticipated objectives of the STAWI Activity are to improve water resources and service governance, strengthen water service delivery, improve access and management of water for productive use, and integrate activities within collaboration, learning, and adaptation-based framework. These potential positions will be based in Kenya for the life of project.

 

Responsibilities:

* Water Resources Governance Specialist: This position will work to improve the county-level governance framework and implementation capacity in target counties, related to water resources management, water service delivery, and resilience to water stress and drought.

 

* Water Utilities Strengthening Specialist: This position will work to improve both rural and urban water service delivery in target counties by professionalizing service delivery, strengthening organizational and technical capacity, and improving water service provider financial sustainability.

 

* Water Productivity Specialist: This position will work to improve water accessibility, efficiency, and management of water for economic uses, by working with water user groups and businesses that are highly dependent on water access for productivity. The position will accomplish these objectives while empowering women and youth in water conservation/management and business structures.  

 

* Collaboration Learning and Adaptation Specialist: This position will work across all STAWI Activity objectives to ensure that program implementation is rooted in the principals of USAID’s  Collaborating, Learning, and Adapting (CLA) framework. This approach will be applied to the STAWI Activity implementation as a whole, as well as for water sector planning and implementation structures at the county government level.

 

* Monitoring and Evaluation Specialist: Collaborate with STAWI Activity management and technical leads by integrating adaptive management into activity programming, ensuring high data quality for approved indicators, and ensuring compliance with the STAWI Monitoring Evaluation and Learning (MEL) Plan.

 

Qualifications:

* Master’s Degree (or Bachelor’s with 10+ years of relevant experience) in a field relevant to the position of interest.

* At least seven (7) years of relevant professional experience, preferably in Kenya;

* Experience on USAID or other donor-funded projects preferred but not required;

* Relevant professional experience in the STAWI Activity’s target counties in northern (Turkana, Marsabit, Samburu, Isiolo, Wajir, Garissa) and southeastern Kenya (Taita Taveta, Makueni, Kitui), strongly preferred but not required.

* Professional fluency in English required; and

* Kenyan nationals are strongly encouraged to apply. Women are also strongly encouraged to apply.
