Deputy Chief of Party Operations for Liberia Good Governance Activity

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party Operations on an anticipated five-year USAID-funded project in Liberia. The Activity aims to strengthen the social contract with the Government of Liberia through decentralized governance and improved service delivery in select counties.

 

It will be narrowly focused on four objectives:

1) Quality services delivered at the local level;

2) Inclusive local development improved;

3) Domestic resource mobilization improved; and

4) Budget transparency improved.

 

This position will be full-time and based in Liberia.

 

Responsibilities:

 

* Lead the administration and finance team to effect sound project management, fiscal and administrative due diligence, and organizational and individual capacity development.
* Identify and implement changes in administrative and financial policies and procedures that enhance the cost effectiveness of program implementation, including the efficient use and maintenance of project resources and physical assets.
* Execute operational planning/budgeting procedures and tools outlined in Tetra Tech’s Standard Operating Procedures that require technical units to provide adequate advance notice of support needs to financial, administrative, logistical, HR, and procurement units.
* Assist the Chief of Party (COP) to arrange technical and administrative support for short-term consultants and contractors.
* Ensure compliance of project operations with USAID, and Tetra Tech Home Office administrative policies and guidelines.
* Advise the COP on all policy matters concerning project administration and financial management.

 

Qualifications:

* Bachelor’s degree or higher in a relevant discipline such as business administration, policy, or international development.
* At least ten (10) years of experience with USAID project management including progressively greater responsibility managing and supporting procurement and grants management, human resources, budgeting and finance, compliance, work planning and reporting, monitoring, evaluation and learning, and communications.
* Strong report writing skills demonstrated through high quality contributions to work plans and progress reports.
* Successful track record in a supervisory role and in providing feedback and guidance to technical and administration personnel.
* Excellent oral and written communication skills in English; fluency in local languages preferred.
