Operations and Finance Manager for WASHPaLS 2

The USAID-funded Water, Sanitation, and Hygiene Partnerships and Learning for Sustainability (WASHPaLS #2) project in the USA, implemented by Tetra Tech International Development is currently accepting expressions of interest for an Operations and Finance Manager (OFM).  This position will be located in the main office in Arlington, VA, with consideration of remote, US-based locations.

 

Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff, the OFM will have the primary responsibility to ensure the timely provision and delivery of all required project financial, administrative, compliance, grants, procurement, and subcontracts support to the execution of WASHPaLS 2, in accordance with USAID and Tetra Tech policy and regulations.

 

Responsibilities:

 

Operations

*   Assist the Chief of Party (COP) in the general management of the project;

*   Coordinate with HO PMT to ensure compliance of WASHPaLS 2 operations with USAID and Tetra Tech administrative policies and guidelines, including evolving restrictions related to the COVID-19 pandemic;

*   Advise the COP on all policy matters concerning project administration and financial management, and the technical team with the organization and coordination of task order activities overseas, including starting up any field offices that may be opened as requested by USAID;

*   Work with COP and team to develop appropriate operational and financial proposals in response to Component 2 work order requests;

*   Manage implementation of Component 2 work orders and other activities, as needed;

*   Manage recruitment, hiring, and contracting of consultants (and local staff as directed by USAID);

*   Contribute to Quality Control/Quality Assurance of project deliverables through editorial review as needed;

*   Represent WASHPaLS 2 at relevant conferences and events, traveling domestically or internationally as needed;

*   Supervise the work of a full-time Operations Specialist to support many of the administrative tasks listed herein.

 

Financial

* Direct all aspects of the overall project financial accounting system (with support from HO support staff);

*   Lead preparation of project activity budgets and tracking of both activity budgets and overall project expenditures, including the development of monthly, quarterly, and yearly projections as requested by the HO team;

*    Review of USAID invoices, and generation of USAID accruals;

*   Ensure that the WASHPaLS 2 Fee Schedule is implemented in a timely way, that fee amounts are invoiced following approval of associated deliverables, and that such invoicing is tracked accurately;

*   Work with the COP to prepare and periodically monitor project budget and finances and report regularly to the COP on financial status; oversee and reconcile all financial reporting to ensure compliance with USAID and Tetra Tech formats, requirements, and scheduling; and develop appropriate and relevant documentation for, and supervise the proper implementation of, all financial and administrative policies and procedures;

*   Keep track of Value Added Tax paid to host country governments through local purchases and prepare required reports for USAID, as necessary.


Contracts and Grants

*   Lead subcontractor management for WASHPaLS 2’s team of subcontracting partners, as well as local partners engaged in country-specific technical activities, including reviewing invoices, monitoring budget performance and other support as needed to help the technical team ensure high-quality delivery compliant with Tetra Tech and USAID regulations and systems.

 

Qualifications

*   Advanced degree in relevant field;

*   Minimum six (6) years providing administrative and financial support to complex international development programs;

*   Prior experience with and knowledge of USAID and USG regulations, administration, management, reporting procedures and systems;

*   Previous experience managing projects of a similar magnitude and complexity;

*   Previous experience directly supervising staff;

*   At least three years of international field experience strongly preferred;

*   Command of MS Office Suite;

*   Excellent oral and written communication skills in English; and

*   U.S. citizenship or a valid U.S. work permit is an absolute requirement.
