Deputy Chief of Party Engineer - Mali ANKA JIKO Activity

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for Deputy Chief of Party/Engineer on an anticipated five-year USAID-funded project in Mali. The goal of this Activity is to improve the quality and sustainability of water and sanitation services for rural residents in Sikasso, Bougouni, and Koutiala Regions, including the underserved and most vulnerable, by building the capacity of key stakeholders to construct, maintain, and sustainably manage safe and reliable water and sanitation systems, as well as to develop and implement Commune-level Sanitation Strategic Plans. This position will be full-time and based in Mali.

 

Responsibilities:

The DCOP/Engineer will oversee the project’s technical management component, and will oversee the design, construction, and/or improvement of rural water systems. The DCOP/Engineer will collaborate with local and national authorities to develop plans for water supply improvements, implement short and medium-term water supply infrastructure improvements, and re-establish local water supply operation, maintenance, and management capacity sufficient to ensure long term sustainability and cost recovery. The DCOP/Engineer will manage members of the technical team and should have strong leadership qualities. Other possible areas of support will include institutional strengthening and reform, monitoring and evaluation, environmental compliance, communications and outreach, and gender and facilitation.

 

Qualifications:

* Bachelor’s degree or higher in engineering or construction management.

* At least five (5) years of demonstrated technical expertise, with substantial developing country context experience, in a combination of the following technical areas:

community participation, rural WASH, behavior change, governance, institutional development, and private sector engagement.

* At least two (2) years of demonstrated excellence in a management and leadership position in a WASH construction activity.

* Previous experience with projects of a similar magnitude and complexity.

* Demonstrated ability to work with a wide range of government and civil society counterparts and donor and UN partners.

* Prior experience in Mali or West Africa preferred.

* Excellent oral and written communication skills in French and English.

* Malian nationals strongly encouraged to apply.
