Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for Chief of Party on an anticipated five-year USAID-funded project in Mali.
The goal of this Activity is to improve the quality and sustainability of water and sanitation services for rural residents in Sikasso, Bougouni, and Koutiala Regions, including the underserved and most vulnerable, by building the capacity of key stakeholders to construct, maintain, and sustainably manage safe and reliable water and sanitation systems, as well as to develop and implement Commune-level Sanitation Strategic Plans.
This position will be full-time and based in Mali.
Responsibilities:
The Chief of Party will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with GOM and USAID in developing, implementing, and revising the project’s overall field strategy. The COP will be the principal link between USAID, Tetra Tech, GOM and other partners and provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and reporting to USAID. The COP will ensure the project is on scope, schedule, and budget at all times, and will ensure that all procurement, recruitment and financial dealings are properly processed, documented and reported.
* Provide the overall leadership, strategic guidance, vision, and management to staff for successful implementation;
* Work closely with other key personnel and supervises project staff to ensure the strategic and functional integration of all technical areas as well as strong collaboration with donors, other implementers, and local counterparts;
* Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID/Mali under the RFP;
* Responsible for providing quality control of products prepared by the team and providing technical guidance to partners;
* Oversees project planning, provides technical direction and support and ensures implementation, with a focus on results, and financial accountability for all project activities; and
* Communicate/work with Federal Ministry of Water Resources, and key stakeholders at national and state levels.
Qualifications:
* Master’s degree or higher in engineering, public health, business, behavioral science,
or development.
* At least ten (10) years of demonstrated technical expertise, with substantial developing
country context experience, in two or more of the following technical areas:
community participation, rural WASH, behavior change, governance, institutional
development, and private sector engagement.
* At least ten (10) years of senior level experience as Project Director or Chief of Party on donor-funded projects of similar magnitude and complexity.
* At least five (5) years of demonstrated experience in a management position in
international WASH in a context similar to Mali
* Demonstrated ability to work with a wide range of government and civil society
counterparts and donors.
* Expertise in policy and governance frameworks, local capacity building, and developing alliances with the private sector strongly preferred.
* Excellent oral and written communication skills in French and English.
* Malian nationals strongly encouraged to apply.
